The Area Manager is responsible for ensuring high-quality, cost-effective programme/project implementation across a designated geographical area, with a focus on risk management, support functions, security, and access.
Minimum 5 years of progressively responsible experience in humanitarian and/or recovery programmes, including at least 3 years in a senior management position. Proven experience managing multi-sector programmes in complex, fragile, and volatile operational environments. Experience in managing cash and market-based programming, including risk management, compliance, and accountability considerations. Proven experience in stakeholder engagement, representation, coordination, and negotiation with authorities, donors, UN agencies, and humanitarian partners. Strong knowledge of the humanitarian, socio-political, and security context of Mali, particularly in the Northern and Central regions (Mopti, Gao, Ménaka, and Timbuktu). Good understanding of humanitarian principles, humanitarian access issues, and the operational environment in conflict-affected areas. Proven experience working with local and national authorities, decentralized technical services, community leaders, and humanitarian coordination mechanisms. Experience in remote management and supervision of teams operating in complex and insecure environments. Experience in programme start-up, scale-up, transition, handover, or exit processes. Good understanding of integrated, multi-sector humanitarian programming and area-based approaches. Demonstrated ability to work under pressure, manage competing priorities, and support decision-making in dynamic operational contexts. Familiarity with NRC policies, procedures, and strategic priorities in Mali is an asset.
