Overview

The Inspector General reports directly to the High Commissioner and is the highest authority in UNHCR on oversight matters, responsible for conducting investigations and inquiries. The role exercises independent managerial control over the Inspector General's Office (IGO) and assures cohesion of the Organization's oversight activities.

Tasks Summary
  • Provide strategic vision and leadership for the IGO.
  • Advise the High Commissioner and senior management on risk and oversight matters.
  • Perform research and analysis on strategic and reputational risks.
  • Assist personnel in enhancing governance and oversight.
  • Manage IGO personnel and promote best practices in oversight.
  • Establish and maintain a quality assurance program for the IGO.
  • Deliver reports and presentations to stakeholders on IGO work.
  • Collect and analyze information on planned oversight activities.
  • Collaborate with internal and external oversight entities.
  • Ensure investigations and inquiries are conducted professionally and timely.
  • Lead risk assessments and discussions.
  • Perform other related duties as required.
Experience Requirements
  • 18 years relevant experience with Undergraduate degree; or 17 years relevant experience with Graduate degree; or 16 years relevant experience with Doctorate degree.
  • Proven work experience in senior management positions in national or international organizations, responsible for auditing, investigation, risk management, internal controls, and governance structures.
  • Demonstrated leadership in advancing the use of technology and data-driven approaches.
  • Exposure to, and experience in, or an in-depth understanding of, UN or non-UN field operations and emergencies.
  • Desirable: Experience in an oversight or risk management function in the UN or in large field-based international organization.
  • Desirable: Experience in humanitarian high risk operational contexts.
Qualification Requirements
  • Undergraduate degree; or Graduate degree; or Doctorate degree.
  • Field(s) of Education: Auditing; Business Administration; Law; Management; Public Policy; Risk Management; or other relevant field.
  • Certificates and Licenses: Auditing; Certified Forensic Examiner; Certified Fraud Examiner; Management; Risk Management.
Other Details

Languages Required: • Knowledge of English and UN working language of the duty station if not English.

Languages Preferred: • French

Contract Duration: • Six years, non-renewable term
