Overview

Leads and coordinates the work of OHCHR-Guatemala, representing the Office of the High Commissioner for Human Rights and reporting to the Regional Director for the Americas. Formulates human rights strategies and advises the Government of Guatemala and the UN Country Team.


Tasks Summary
  • Leads and coordinates the work of OHCHR-Guatemala
  • Formulates human rights strategies
  • Advises the Government of Guatemala on human rights matters
  • Advises the UN Resident Coordinator and the UN Country Team
  • Exercises daily management of the office
  • Represents the High Commissioner on matters of human rights
  • Builds and maintains relationships with authorities and organizations
  • Proposes policy directives and plan of action
  • Designs, develops and implements policy and program changes
  • Formulates the programme of work, budget and medium-term plan
  • Promotes fund-raising strategies
  • Prepares human rights reports
  • Develops and maintains relations with government officials
  • Coordinates and oversees human rights research initiatives
  • Manages OHCHR Country Office in Guatemala
  • Performs other related duties as required

Experience Requirements

Experience in a range of human rights issues including approaches and techniques to address and advise on highly sensitive and complex problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems. Ability to relate and advise on human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes.
