Overview
Participates in the planning and management of procurement and contractual activities for diverse services and goods, particularly in information technology and electronic equipment. Advises on procurement issues and contributes to sourcing strategies.
Tasks Summary
- Participates in planning and implementing the Agency procurement plan
- Develops and manages procurement and contractual activities for IT and electronic equipment
- Prepares solicitation documents and ensures fair, objective, and transparent solicitation processes
- Advises on procurement issues throughout the procurement cycle
- Contributes to sourcing strategies for ICT services and equipment
- Proposes strategies and designs solutions for complex procurement projects
- Establishes negotiation strategies and conducts negotiations with suppliers
- Signs procurement orders up to the authorized limit
- Quality assures submissions for the Headquarters Committee on Procurement
- Conducts market research and evaluates potential supply sources
- Oversees adherence to contractual agreements and recommends amendments
- Manages the ICT procurement team
- Enhances vendor performance management and develops supplier partnerships
- Supports emergency field procurement under high-pressure conditions
- Provides immediate support to field offices for effective delivery of humanitarian aid
Experience Requirements
- Thorough understanding of emergency procurement and ability to perform under stress are essential
- Experience in procurement and contractual activities related to information technology and electronic equipment
- Experience with contracts related to building maintenance, construction, etc. may be requested
- Experience in developing and implementing sourcing strategies for ICT services and equipment
- Experience in managing procurement teams
- Experience in enhancing vendor performance management and developing partnerships with suppliers
- Experience in supporting emergency field procurement under high-pressure conditions
Qualification Requirements
- Advanced university degree (master's degree or equivalent) in business administration, public administration, procurement, supply chain management, commerce, engineering, contract law, Information and communication Technology (ICT) or a related field
- First-level university degree in one of the aforementioned disciplines, combined with an additional two years of relevant work experience, may be accepted in lieu of an advanced university degree
