Overview

Responsible for planning, developing, and managing all procurement and contractual aspects of projects. Advises requisitioning units on procurement issues and manages bid evaluations.


Tasks Summary
  • Plans, develops, and manages procurement and contractual aspects of complex projects for diverse services and commodities.
  • Advises requisitioning units on all stages of the procurement cycle.
  • Prepares and distributes invitations to tender and manages bid/proposal evaluations.
  • Formulates strategies and designs solutions for complex procurement projects.
  • Establishes and maintains work programs and schedules for ongoing and planned contracts.
  • Participates in negotiations with suppliers and signs procurement orders up to the authorized limit.
  • Conducts market research on commodity situations, production patterns, and availability of goods/services.
  • Identifies new technologies and products/services, evaluates supply sources, and incorporates research into the procurement program.
  • Oversees adherence to contractual agreements, recommends amendments/extensions, and advises on contractual rights/obligations.
  • Prepares procurement-related documents, contracts, and communications.
  • Provides guidance and supervision to a team of buyers.

Experience Requirements
  • Minimum of five years of progressively responsible professional experience with high volume procurement operations, contract management, administration, or related field is required.
  • Experience in international organisations or similar in the field of procurement, contract management or administration is desirable.

Qualification Requirements
  • An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, public administration, commerce, engineering, law or equivalent is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of advanced university degree.
  • A diploma level 4 from the Chartered Institute of Procurement and Supply (CIPS) or equivalent is required.
