Overview

Manage and coordinate UN-Habitat programmes in Syria, focusing on urban recovery and resilience. The role involves stakeholder engagement, project oversight, and contributing to policy development.

Tasks Summary

• Establish and maintain working relationships with government ministries, agencies, and local authorities.
• Coordinate with local communities, civil society, NGOs, academia, private sector, and other partners.
• Facilitate engagement and joint initiatives with government, UN agencies, and other partners.
• Manage and supervise the Unit responsible for restoration of basic services and housing.
• Oversee administrative, personnel, procurement, and financial matters for project delivery.
• Support follow-up on project progress, delays, and challenges.
• Ensure improvement and implementation of project management and monitoring systems.
• Support development of UN-Habitat policies, strategies, and programmes.
• Collect and analyze data to identify trends and provide insights for planning and reporting.
• Document requirements and background information for data analysis.
• Perform other related duties as assigned.

Experience Requirements

• Minimum of five (5) years of progressively responsible experience in urban analysis, project/programme management, and coordination with authorities and local communities for recovery planning.
• Experience working in a multicultural environment and establishing working partnerships with a diverse range of stakeholders.
• Experience in housing finance, urban planning, and urban policy development.
• Experience in strategic planning and overseeing the implementation of plans.
• Experience in project/programme management and monitoring at the managerial level.
• Experience and expertise in managing and supervising large and diverse teams of staff and contractors is desirable.
• Two (2) years or more of experience in data analytics or related area is desirable.

Qualification Requirements

• Advanced university degree (Master’s degree or equivalent) in social science, engineering, architecture, urban planning, management or any other field relevant to UN-Habitat programmes is required.
• A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
