Overview

Strengthen traditional and non-traditional partnerships and donor portfolios for countries within Eastern Europe and Central Asia. Support strategic partnerships and resource mobilization portfolios of country offices in Eastern Europe and Central Asia.


Tasks Summary
  • Provides support to Country Offices and the Regional Office on financing landscape analysis, identification of resource gaps and partnership opportunities including setting and tracking annual targets at Country and Regional Office levels.
  • Co-lead the development, implementation and monitoring of the Regional Office and Country Office Resource Mobilization and Partnership strategies and plans.
  • Support co-creation of UN Joint programmes guided by UN strategic priorities aligned with national development and humanitarian contexts and act as regional focal point on joint UN programmes.
  • Coordinate Resource Mobilization advice for European Commission (EC) proposals; assist in the drafting of proposals, review contracting/financing modalities, ensure application of correct policies as per EC and UNFPA regulations; act as focal point and liaison with UNFPA Brussels Office and coordinate regional research on EC proposals, including humanitarian (ECHO).
  • Support humanitarian fundraising by tracking resources going towards regional and national humanitarian responses, coordinating requests from donors and other ad-hoc needs.
  • Provide funding inputs to SitReps and other reports, monitor the usage of funds coming from the Humanitarian Thematic Fund, and liaise with the Humanitarian Office.
  • Act as Regional focal point for the Client Relationship Management (CRM) platform; liaise with COs to ensure data entry and review data for accuracy.
  • Support COs to record proposals, agreements and submit private sector due diligence requests via the CRM system and track requests in the system and in google sheets.
  • Undertake regular scans of digital platforms to track and identify new resource mobilisation and partnerships opportunities.
  • Support COs in conducting analysis that leads to unlocking financing opportunities.
  • Strengthen capacities in COs and at the Regional level on Financing for Development, including greater proportions of Domestic Financing, Blended and innovative financing and digital fundraising, as may be guided by cause-related positioning, targeted engagement.
  • Support UNFPA offices in the region to identify and develop investment cases and financial gap analysis for sustainable financing.
  • Co-lead capacity needs assessments and develop training packages and tools in collaboration with UNFPA regional and country offices, as well as UN Agencies, Funds and Programmes to respond to capacity gaps where required.
  • Facilitate delivery of capacity development initiatives and plans for the regional and country offices in Resource Mobilisation and Partnerships.
  • Document best practices on Strategic partnerships, Private Sector engagement, Financing for Development, Domestic Resource Mobilization, and Resource Management.
  • Identify opportunities to leverage UNFPA regional and local partnerships to promote UNFPA brand visibility and expand reach.
  • Undertake any other duties as may be assigned by the Regional Director.

Experience Requirements
  • Strengthen traditional and non-traditional partnerships and donor portfolios for countries within Eastern Europe and Central Asia.
  • Focus on the European Union, bilateral aid and national programme government donors, International Financial Institutions (IFI’s), UN Joint Programmes, Financing for Development and Private Sector engagement whilst ensuring compliance with UNFPA policies and procedures.
  • Support strategic partnerships and resource mobilization portfolios of country offices in Eastern Europe and Central Asia.
  • Work closely with management and programme officers within country offices to advance UNFPA mandate through resource mobilization and partnerships.
  • Support regional efforts to identify and close resource gaps as well as ensuring integration of UNFPA mandate within key strategic partnerships.

Qualification Requirements

Master’s Degree or equivalent in Business Administration, Public Health, Economics, Social Science
