Overview

Lead and conduct an in-depth evaluation of the Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme. Assess how the programme has supported government efforts to detect and dismantle sources of emerging synthetic drugs and related chemicals.

Tasks Summary

• Prepare an inception report including desk review summary, refined evaluation questions, data collection instruments, sampling strategy, and evaluation matrix.
• Implement high-quality data collection, ensuring ethical considerations are met.
• Provide a detailed overview of data collection efforts.
• Implement high-quality data analysis based on triangulated evidence.
• Conduct oral briefings of initial observations.
• Facilitate a preliminary findings workshop for validation.
• Draft an evaluation report addressing gender equality, disability inclusion, and human rights issues.
• Revise the draft report based on feedback.
• Finalize the Final Evaluation Report, including an evaluation brief and PowerPoint presentations.
• Present final evaluation results to stakeholders.

Experience Requirements

• No prior responsibility for the design, implementation, or supervision of the evaluated projects, programs, or policies.
• Must not have benefited from the programme or project under evaluation.
