Overview

MER Specialist will play a key role in ensuring the achievement of programme objectives related to accountable and measurable impact of YPII programme implementation. S/he is accountable for successful implementation of CS5 organizational objective.

Tasks Summary
  • Develop M&E framework / Theory of Change, in collaboration with PQDP and RMER for proposal development.
  • Responsible for development of the Indicator Tracking Table (ITT).
  • Leads the development of monitoring and evaluation plans as well as tools of YPII programmes and projects.
  • Conducts and/or provides support to programmes/projects monitoring activities.
  • Collects and coordinate data collection required for timely submission of M&E reports.
  • Maintain quality of data collection and tools to capture change to monitor/track programme and project impacts.
  • Supports and provides inputs for programme/projects and humanitarian response’s data collection and analysis for donor reporting.
  • Analyze data to assess program performance, trends, and areas for improvement.
  • Ensures the utilization of PMERL or any IT-based platform for M&E is well developed and functional.
  • Develop or contribute to Terms of Reference (ToR) for internal or external evaluators.
  • Supervise and monitor the baseline, end-line reporting process.
  • Manage and facilitate capacity building, workshop and mentoring for YPII Staff and partners on MER related.
  • Actively involves in Plan International Regional and Global Hub exercise to strengthen MER tools.
  • Participates in M&E related events to present YPII.
  • Ensure the mechanisms for feedback, learning, and adaptation into program design.
  • Support the project / program team to develop and implement project data-based advocacy messages and campaign planning.
  • Support the development of quality knowledge products.
  • Responsible for maintaining a database of program/project progress tracking and data achievements.
  • Archive project document, lessons learnt, stories in the organization platform as knowledge management.
  • Support the project team to seek innovation and put in place improved learning practices.
  • Carrying out YPII Safeguarding, PSHEA, and GEDSI principles and standards applied in each scope of Monitoring, Evaluation, Research, and Learning.
  • Carry out regular evaluations of safeguarding, PSHEA, and GEDSI implementation.
Experience Requirements
  • At least 3 years of experience in project M&E, with practical knowledge on Results Based Management and Theory of Change.
  • Experience in working on M&E focusing on health is an advantage.
  • Demonstrated experience and skills in project reporting, knowledge management and learning process.
  • Over 5 years of experience working on M&E (Desirable).
  • Experience in M&E for development projects focusing on humanitarian response and/or public health, water and sanitation and gender equality (Desirable).
Qualification Requirements
  • Bachelor degree in social science, statistics, public health and any related field.
  • Masters/postgraduate degree in statistics and/or social science or relevant field for MERL (Desirable).

Work Modality: Based at Country Office Jakarta office with at least 40% travel to projects areas, government offices and partner organization both in office, on the field and during humanitarian settings.
