Overview
Provide technical advice and daily support to national staff in Humanitarian Mine Action (HMA) activities, including Manual Mine Clearance, Battle Area Clearance, and Community Liaison. Develop the capacity and technical knowledge of national HMA staff to establish a sustainable nationalized HMA operation.
Tasks Summary
- Provide technical oversight of field operations, including training, safety, security, planning, and implementation.
- Supervise and carry out Land Release operations or EOD in accordance with DRC SOPs.
- Assist in developing the project’s technical contribution to national mine action capacity.
- Assist in the development and maintenance of DRC technical procedures.
- Assist in maintaining reporting mechanisms.
- Assist in the training of staff.
- Establish and maintain relationships with organizations involved in HMA activities.
- Monitor team activities to ensure safety procedures are followed.
- Compile Implementation Plan (IP) and Field Risk Assessment (FRA).
- Ensure IP and FRA are approved by the OM prior to submission to National Authorities.
- Ensure amendments to IP and FRA are approved by the OM.
- Follow up QM visits and ensure remedial action is completed.
- Undertake other tasks deemed appropriate and necessary by the OM.
Experience Requirements
- Minimum 5 years working experience at international level within humanitarian international NGOs or similar international bodies, within the Mine Action sector.
- Verifiable hands-on experience of training, supervising and deploying Land Release teams.
- Knowledge of and practical experience with a range of HMA equipment, such as the Minelab F3, Ebinger UPEX 740M, CEIA CMD, Vallon VMR3 / VMC, for the purposes of Land Release operations.
- Proven experience in the application of Land Release and a willingness to exercise and promote the Land Release Policies.
- Proven experience in technical management of national staff, cultures and religions is highly desirable.
- Knowledge of advanced trauma care is highly desirable.
- Work experience from within the region (Eastern Europe) is desirable.
- Experience in HMA Quality Management roles would be considered advantageous.
- Proven experience in designing and delivering technical training and capacity development of national staff is desirable.
Qualification Requirements
• Minimum of IMAS EOD Level 3 certification, or equivalent from an Internationally recognised technical school (Military or Civilian) is required with proven experience at EOD Level 3.
