Overview
This role will strengthen MEAL efforts, approaches, and systems to foster learning and accountability for clients, supporting IRC’s global and measurement ambitions. The position will oversee the MEAL functions of the Protection program within the Bangladesh MEAL team.
Tasks Summary
- Manage all technical aspects and actions of MEAL regarding the Protection program.
- Respond to program needs and foster high standards for quality data, analysis, and reports.
- Enable accountability to clients, partners, and donors.
- Improve MEAL systems and approaches and foster learning.
- Represent IRC at technical meetings, forums, and other events.
- Champion design, access, and use of data by leaders and partners.
- Collaborate with MEAL teams within and outside IRC.
- Lead the MEAL system and processes for the Protection program throughout the project cycle.
- Use learning, evidence, and data from previous projects to inform project proposal design.
- Develop logical frameworks and MEAL plans.
- Develop digital data collection tools, and processes for online data management.
- Establish and ensure timely data flow, quality checks, and audits.
- Update data visualization.
- Supervise routine MEAL field activities.
- Conduct periodic field monitoring visits.
- Undertake regular analysis of monitoring data.
- Facilitate decision-making for real-time program adaptation.
- Produce quality reports and update dashboards.
- Identify, detail, and share lessons learned.
- Coordinate with relevant partners to ensure data collection and inputs.
- Provide Protection data and programming inputs to support survey design and evaluations.
- Advocate for and support the expansion of standard mobile data technology and online dashboards.
- Implement sound accountability, client feedback, and response mechanisms.
- Coordinate, lead, mentor and support a dynamic small team of MEAL staff for Protection programming.
- Foster timely and high-quality achievement, and an inclusive and respectful team climate.
- Promote the growth and development of others in MEAL.
- Lead and craft high-quality technical training and learning materials.
- Participate in the recruitment and onboarding of country MEAL officers, assistants, and relevant partner staff.
Experience Requirements
- A Minimum 5 years of working experience in MEAL related functions.
- Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
- Proficiency and experience with mobile data collection such as Kobo, Commcare, ODK Collect is vital.
- Proficiency with Microsoft Excel, SPSS, STATA or other similar software.
- Demonstrated analytical, systematic-thinking, and problem-solving skills.
- Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
- Presentation and reporting skills are a strong asset.
- Confirmed ability to lead, mentor and empower a small to medium professional team.
- Self-motivated with good organization, planning skills, including prioritizing work and multi-tasking.
- A strong understanding of accountability and proven ability to build Client Feedback Systems.
- Willingness to travel to various field-level offices.
Qualification Requirements
• A University degree in statistics & data management, social science, public health, development economics, or a related subject area.
