Overview

The Administrative Officer is responsible for coordinating human resource activities, managing budgets and finances, and overseeing general administrative functions within the Office of the High Commissioner for Human Rights (OHCHR) Mission in Dhaka, Bangladesh.


Tasks Summary
  • Coordinate human resource activities including recruitment, placement, promotion, performance appraisal, job classification, separation, and training.
  • Define conditions of service, duties, responsibilities, privileges, and entitlements.
  • Prepare and implement work programmes, ensuring financial resources are utilized according to the Programme Budget.
  • Monitor and review work programmes and budgets, assessing progress and coordinating programme reports.
  • Define requirements and work with systems units to improve budget reporting and resource utilization.
  • Develop and implement procedures for accounting and financial management controls.
  • Supervise and provide guidance on financial administration and management information issues.
  • Provide guidance and leadership to junior staff.
  • Oversee procurement, billing, income receipt, operational travel, procurement monitoring, and vendor contract payments.
  • Review departmental space requirements.
  • Oversee identification of office technology needs and equipment maintenance.
  • Perform other related work as required.

Experience Requirements
  • A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
  • Experience in the application of administrative/financial policies of the United Nations Secretariat or similar international organization is desirable.
  • Experience in the usage of web-based management systems such as Umoja is desirable.

Qualification Requirements
  • Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Contract Duration: 3 months – with possibility of extension – subject to availability of funds.
