Overview
The Senior Associate, Project Management Office (PMO) provides organizational, communication, and group articulation capacity, as well as quality assurance, contributing to the achievement of strategic objectives.
Tasks Summary
- Support the systematization of operations, ensuring correct information flow between project teams, support units, and office management.
- Assist in facilitating information flow and managing interfaces for HR, finance, and procurement within CEMCO portfolios.
- Guide project team members on document management to ensure compliance with UNOPS and CEMCO guidelines.
- Strengthen CEMCO's project management maturity by providing recommendations, guidance, and tools.
- Ensure project documentation meets UNOPS requirements.
- Monitor milestone and commitment compliance in project work plans.
- Present periodic updates on CEMCO portfolios to the Management Team.
- Provide specialized support in planning and budgeting during project setup and initial implementation.
- Prepare and follow up on documents and communications with counterparts.
- Review compliance with monthly and periodic technical and financial reports.
- Produce financial monitoring reports using OneUNOPS Reports or other corporate platforms.
- Generate dashboards or applications for comprehensive monitoring and evaluation of CEMCO portfolios.
- Automate reports for various projects.
- Support the Head of Programs in periodic monitoring exercises, reviewing budget control, execution levels, and projected cash flows.
- Alert the Head of Programs about deficits and cost overruns.
- Track contract management and payment processes for suppliers and third parties.
- Ensure the quality of new project proposals.
- Support the development and review of internal Standard Operating Procedures (SOPs) for the CEMCO program.
- Analyze strategic information, context, risks, and opportunities impacting CEMCO portfolios.
- Compile recommendations on policies and tools for guidance materials.
- Coordinate the organization and implementation of workshops and training for project staff.
- Support the creation of new project opportunities in the OuP tool.
- Act as a focal point between CEMCO and the associate during project closure processes.
- Coordinate all project closure activities, ensuring proper asset disposal, timely reporting, financial disbursements, and handover of closed projects.
- Provide support to projects in the closure stage, verifying compliance with UNOPS procedures.
- Monitor the implementation of audit recommendations during project closure.
- Support other assigned functions.
Experience Requirements
- 7 to 3 years of relevant professional experience in project management assistance and monitoring, preferably in development.
- Experience in one or more of the following project categories: public procurement, health infrastructure, information technology, water and sanitation, and environmental management.
- Experience in project planning, monitoring, measurement, and development.
- Experience in budget preparation and financial provision control.
- Experience in supporting and executing business development activities.
- Experience with at least one of the following software tools: data analysis, reporting, project management tools, and information management systems.
Qualification Requirements
- Required: Diploma of secondary education.
- Desirable: Diploma of University studies (Engineering/Architecture, Business Administration or Economics, Infotechnology, Social Sciences or related fields).
- Certifications in project management such as Prince or PMI.
