Overview
The Consultant-Criminal Justice Specialist will provide technical assistance to strengthen transnational investigations, criminal prosecution, and international cooperation in combating organized crime and drug trafficking. The role involves designing operational manuals, delivering training, and offering legal and operational expertise to partner countries.
Tasks Summary
- Design and validate operational manuals for CMS analysts and investigators.
- Deliver advanced training on analytical products for homicide and extortion cases, including modules on international and cross-border cooperation.
- Provide specialized legal and operational expertise to strengthen legal frameworks, post-seizure investigative capacities, and international cooperation.
- Conduct country assessments to map capacity needs, legal gaps, and the status of international criminal cooperation.
- Deliver specialized trainings and paired mentoring on infiltration of transport systems, special investigative techniques, human rights, gender mainstreaming, and post-seizure investigation strategies.
- Provide targeted legal technical assistance to governments to review and propose amendments to legal frameworks facilitating international cooperation.
- Develop country-tailored guidance documents on best practices for cross-border investigations and prosecutions.
Experience Requirements
- At least ten (10) years of professional work experience in the area of International Cooperation, criminology and/or investigating or prosecuting transnational drug and/or serious and/or organised crime matters and/or crimes that affects the environment and/or corruption cases is required.
- Work experience related to International Cooperation on Transnational Organized Crime cases.
- Work experience related to the application of special investigative techniques.
- At least 3 years of experience in providing technical assistance or capacity-building advice in international settings is desirable.
- Experience developing criminal justice training programmes is desirable.
- Previous knowledge or work with the United Nations system and/or other international organisations is desirable.
Qualification Requirements
Advanced University degree (Master's degree) in Criminal Justice, Law, Business Administration, Public Administration, Social Sciences, International Development, or related field is required. A first level-university degree in similar fields in combination with 2 years of additional qualifying experience may be accepted in lieu of an advanced university degree.
