International Consultant – Anti-Corruption Education Curriculum and Training Specialist

Overview

The International Consultant will build the capacity of the Independent Commission Against Corruption (ICAC) in Papua New Guinea to conduct training on internal laws and policies, and to deliver ethics and integrity education in primary and secondary schools.

Tasks Summary
  • Design and implement a Training of Trainers Programme and develop training materials for ICAC staff.
  • Review curriculum and resources to identify strengths and gaps related to ethics, integrity, and anti-corruption.
  • Develop a toolkit on ethics, integrity, and anti-corruption for primary and secondary school teachers.
  • Design and conduct a 3-day face-to-face Training of Trainers for ICAC staff and teachers.
  • Finalize training packages and toolkits based on feedback and evaluations.
Experience Requirements
  • A minimum of 10 years of proven experience in designing training packages and implementing training programmes in the government and corporate environment.
  • Experience designing educational curriculum, preferably at the primary and secondary education level.
  • Experience in the development of anti-corruption training resources.
  • Experience in delivering Teacher Trainings and developing training materials is desirable.
  • Experience with developing e-learning training packages is desirable.
  • Knowledge and experience of the UN System and in particular of UNODC is desirable.
Qualification Requirements
  • An advanced university degree (Master’s degree or equivalent) in Human Resources, Education, Pedagogy, Social science or Humanities or related field is required.
  • A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A PhD or equivalent is desirable.
  • Certified Trainer of Trainers or Professional in Learning and Performance, or similar certification would be an advantage.
Other Details

Languages Required: • Fluency in oral and written English is required.

Languages Preferred: • Knowledge of another United Nations official language is an advantage.

Contract Duration: 20/2/2026-9/10/2026

Work Modality: Home-based with travel
