Overview

This role will act as an international HMI and Access Officer in Gaza, supporting coordination between WFP Palestine CO and OCHA’s CM Coord & Access teams. The officer will identify, analyze, and advise on the resolution of access challenges to ensure WFP’s humanitarian space is respected.

Tasks Summary
  • Liaise with key Civil-Military Coordination (CMCoord) stakeholders to nurture strategic relationships and advocate for humanitarian access.
  • Conduct in-depth stakeholder engagement and analysis in Gaza to identify and address critical factors impacting humanitarian operations.
  • Conduct scenario planning and predictive analysis to provide actionable intelligence.
  • Advise WFP management on emerging operational challenges and evolving conflict dynamics.
  • Support initiatives to broaden and safeguard WFP’s humanitarian access throughout the Gaza Strip.
  • Enhance situational awareness by mapping key actors, monitoring access trends, and evaluating the implications of restrictions.
  • Contribute to the development of access policies and strategies.
  • Other tasks as assigned by supervisors.
  • Guide and supervise junior staff as needed.
Experience Requirements
  • Experience in humanitarian coordination, development, civil work, community engagement, logistics, or operational management is required.
  • Experience in international crisis response is required.
  • Experience in humanitarian access negotiations and interaction with military is required.
  • Experience in conflict and security analysis is required.
  • Knowledge of organized violence and experience in working with armed groups and civilian entities is desirable.
  • Knowledge of humanitarian operations planning and implementation is desirable.
  • At least 3 years of professional experience in international humanitarian work related to Civil Military Coordination or other operational management functions.
Qualification Requirements

Advanced university degree in international relations, political/social science, law, economics or other relevant discipline or First University Degree with additional years of related work experience.
