Overview

The Movement Control Assistant provides movement control services in support of field mission activities, including planning, scheduling, and coordinating the transportation of passengers and cargo.

Tasks Summary
  • Receives customer requests for transportation of passengers and cargo.
  • Assists in planning and scheduling the movement of passengers and cargo.
  • Assists in determining the most efficient and cost-effective modes of transportation.
  • Coordinates transportation activities with relevant units and service providers.
  • Liaises with other organizations on immigration and customs matters.
  • Records statistical data on the movement of passengers and cargo.
  • Monitors contracts for transportation support and evaluates vendor performance.
  • Supervises activities of the Cargo Warehouse.
  • Monitors the process of excess personal luggage and cargo receipt and registration.
  • Monitors the preparation of luggage and cargo for transportation.
  • Ensures that luggage and cargo are labelled in accordance with required destinations.
  • Coordinates transportation arrangements to the embarkation facility.
  • Maintains electronic databases.
  • Monitors that appropriate reference documents are current and accessible.
  • Participates in the development of standard operating procedures.
  • Participates in the development of budget proposals.
  • Participates in the preparation of operational plans, performance reports, and audit responses.
  • Participates in the development of technical specifications for goods and services.
  • Provides inputs to the responses to bids and technical evaluations.
  • Conducts inventories and physical annual checks of relevant facilities and equipment.
  • Performs other related duties as required.
  • Assists in the coordination of inbound activities for freight into the mission.
  • Contacts vendors to confirm delivery status and review shipment documents.
  • Assists with the collection, checking and updating of information and documents in ERP system.
  • Tracks and traces all deliveries and updates Inbound Delivery.
  • Searches for issues which may delay and/or disturb the delivery of goods and seeks for remedial solutions.
  • Confirms delivery dates and quantities received and provides delivery confirmation documents.
  • Assists in planning deliveries, raising shopping carts and drafting SOW for freight forwarding services.
  • Assists in the coordination of customs, transport and MovCon activities, related to inbound shipments.
  • Ensures that daily activities are in compliance with the DOS Environmental and Waste Management policies.
Experience Requirements
  • A minimum of eight (8) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field is required.
  • Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required.
  • Experience in at least (2) two modes of transport (air, sea, road, and rail) including the planning, coordination and executing of large-scale personnel and/or cargo movement operations at the international level is required.
  • Experience in customs clearance and inbound coordination of shipments is required.
  • Experience in international operations in a post conflict environment is desirable.
  • Experience in sourcing, cleaning and preparing data, selection and developing visualization/metrics in transportation, procurement, and/or supply chain management that enable easy communication/interpretation by the users is desirable.
Qualification Requirements
  • High school diploma or equivalent is required.
  • Certification in Dangerous Goods transportation in accordance with the rules and regulations of the International Air Transport Association (IATA) and/or the International Civil Aviation Organization (ICAO) and/or International Maritime Organization (IMO) is required.
Other Details

Languages Required: English is required.

Languages Preferred: French and Spanish are desirable.
