Overview

Manages and supervises movement control activities to ensure efficient transportation of passengers and cargo. Provides technical advice on transportation activities and coordinates support for integrated operations.

Tasks Summary
  • Manages and supervises the activities of the Joint Movement Control Center (JMCC) or a regional movement control office.
  • Ensures the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo.
  • Provides technical advice to substantive and support elements on transportation activities.
  • Coordinates movement control support for integrated search and rescue operations.
  • Supervises the preparation of operational plans, performance reports and responses to audits.
  • Develops and implements standard operating procedures for movement control processes.
  • Ensures quality control procedures are implemented for all work processes.
  • Ensures accuracy and validity of data recorded in management information systems.
  • Develops cost-effective and efficient transport plans.
  • Evaluates short-term aviation, sea and surface transport contracts.
  • Liaises with UN agencies, government and non-government organizations, intergovernmental agencies and vendors.
  • Develops inputs for budget proposals for movement control operations.
  • Coordinates the requisition process with purchasing authorities.
  • Determines technical specifications for movement control services and develops statements of work/requirements.
  • Provides responses to UNHQ during vendor evaluation.
  • Ensures compliance with UN financial regulations and rules.
  • Participates in field mission administrative bodies.
  • Participates in resolving problems related to insurance policies for movement control services.
  • Acts as a Line Manager to Sub-Unit Managers.
  • Manages the allocation and rotation of appropriate work assignments.
  • Coordinates individual annual Work Plans for Sub-Unit Managers and produces performance assessments.
  • Develops training courses, workshops and other related training activities.
  • Develops inputs for and implements the Movement Control Unit Training Plan.
  • Performs other related duties as required.
Experience Requirements

A minimum of five (5) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, or transport logistics management including, preferably two (2) years of experience in a UN entity and at least one two (2) years in a supervisory position directly related to the coordination of complex multi-modal transport operations in the international environment is required. Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required. Experience in planning and coordinating large scale personnel movements by air is required. Experience in freight forwarding including planning and coordinating large scale cargo movements by sea is required. Experience performing technical evaluations of large-scale personnel and freight service proposals is required. Experience in quality management is desirable. Experience in international operations in a post conflict environment is desirable.

Qualification Requirements

Advanced university degree (Master’s degree or equivalent degree) in supply chain management, business administration, public administration, engineering, transportation management or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification (not necessarily current) in Dangerous Goods transportation in accordance with the rules and regulations of the International Air Transport Association (IATA) and/or the International Civil Aviation Organization (ICAO) and/or International Maritime Organization (IMO) is required.
