Overview

Manages and supervises the activities of the Air Operations Unit within a field mission, ensuring compliance with aviation standards and efficient air transport services.

Tasks Summary
  • Manages and supervises the activities of the Air Operations Unit.
  • Monitors air operations compliance with Air Tasking Orders, Standard Operating Procedures, UN directives, ICAO standards, and host country AIPs.
  • Supervises the provision of reliable, cost-effective, and efficient air transport services.
  • Supervises aviation risk management for UN aviation activities.
  • Provides technical advice on air transport activities.
  • Liaises with other UN units, government, and non-government organizations on aviation matters.
  • Supervises aviation search and rescue coverage.
  • Supervises the preparation of operational plans, performance reports, and responses to audit observations.
  • Supervises the development and implementation of standard operating procedures for aviation processes.
  • Monitors quality control procedures and data accuracy in management information systems.
  • Develops cost-effective and efficient air transport plans.
  • Evaluates services rendered under aircraft charter agreements and contracts.
  • Develops budget for field mission's air transport operations and reports on budgetary performance.
  • Coordinates requisition processes with purchasing authorities.
  • Determines technical specifications for air transport services and develops statements of work.
  • Acts as a Certifying Officer for air transport tasking.
  • Monitors compliance with UN financial regulations and rules.
  • Participates in field mission administrative bodies.
  • Participates in resolving insurance policy problems for air transport services.
  • Develops the Air Operations Unit Staffing Table and acts as a Line Manager.
  • Manages allocation and rotation of work assignments and produces performance assessments.
  • Supervises personnel management and evaluates staff performance.
  • Supervises the development and implementation of training activities and plans.
  • Performs other related duties as required.
Experience Requirements
  • A minimum of seven (7) years of progressively responsible experience in air transport operations or aviation safety.
  • At least five (5) years of managerial experience on a position directly related to the coordination of complex air transport operations in the international environment.
  • Experience in managing and supervising diverse teams.
  • Experience in coordinating air operations with diverse stakeholders, UN agencies funds and programmes.
  • Experience in air operations and contract management.
  • Experience in the use of ICAO standards and recommended practices.
  • Experience in international operations in a post conflict environment.
  • Experience in safety and quality management is desirable.
  • Knowledge of UN financial regulations and rules is desirable.
Qualification Requirements
  • Advanced university degree (Master’s degree or equivalent degree) in Air Transportation/Aviation Management, Aviation Safety Management, Aerospace/Aeronautical Engineering, or graduation from an equivalent military educational establishment is required.
  • A first level university degree, with a relevant combination of education, professional training, certification in air transport operations, and two (2) additional years of work experience in air transport related occupation, may be accepted in lieu of the advanced university degree.
  • Training and certification as a Commercial Pilot or a Flight Operations Officer/Flight Dispatcher, or an equivalent military qualification is required.
