Overview
The Human Resources Assistant will provide support for HR planning, budget review, classification of posts, recruitment, staff development, performance management, and administration of entitlements for international and national staff.
Tasks Summary
- Researches and provides information on HR staffing issues to facilitate timely filling of vacancies.
- Reviews job openings for alignment with approved documents.
- Determines eligibility of applicants and initiates reference checks and academic verifications.
- Prepares and dispatches offers of appointment and Statement of Emoluments.
- Advises staff and candidates on visa procedures.
- Interprets, explains, and administers entitlements and benefits.
- Reviews and processes entitlements and benefits actions in HRIS/ERP.
- Supervises and monitors the work of Human Resources Assistants.
- Monitors issues on conditions of service of staff.
- Conducts research and prepares written responses to HR queries.
- Assists in mission planning by preparing documentation and data on staffing requirements.
- Translates staffing review recommendations into staffing requirements for budget preparation.
- Reviews budget drafts and ensures provision of required data.
- Assists in reviewing and processing requests for classification.
- Monitors staffing related costs and expenditures in ERP.
- Advises hiring managers on loaning of posts and movement of staff.
- Assists in the development of career development programmes.
- Assists in the organization and conduct of training courses and workshops.
- Researches specific career needs of staff and makes recommendations.
- Maintains automated databases and filing systems.
- Prepares notes/reports on HR related issues.
- Conducts exit interviews for separating staff.
- Provides general office support services.
- Trains and provides supervision to new and lower-level staff.
Experience Requirements
- A minimum of seven (7) years of progressively responsible experience in human resources management, administrative services or related area is required.
- Good knowledge of and application of UN Staff Rules and Regulations is required.
- Experience in administering a broad range of staff entitlements and benefits, is required.
- Course work/training in human resources is desired.
- Very good computer skills; Knowledge of UN HRIS applications and UMOJA etc. is desired.
Qualification Requirements
- High school diploma or equivalent is required.
- Course work/training in human resources are highly desirable.
- Very good computer skills; Knowledge of UN HRIS applications and UMOJA etc. is an advantage.
- Good knowledge of and application of UN Staff Rules and Regulations required.
