Overview
Consultant to support the assessment of inequalities in CRVS in Mongolia and business process improvements, in collaboration with relevant stakeholders.
Tasks Summary
- Conduct desk review of relevant documentation.
- Support the establishment and functioning of a national CRVS Core Team.
- Contribute to the design and delivery of a national inception workshop.
- Prepare a short inception note.
- Identify and map available data sources for CRVS inequalities assessment.
- Conduct quantitative analysis of birth and death registration completeness and disparities.
- Apply indirect demographic methods to assess under-registration.
- Identify factors contributing to observed inequalities.
- Prepare draft analytical sections for the CRVS inequality assessment report.
- Support consultations to document "as-is" CRVS business processes.
- Develop detailed process maps.
- Identify bottlenecks, redundancies, delays, and coordination issues.
- Support BPI consultation workshops.
- Contribute to the development of redesigned ("as-desired") business processes.
- Assess the adequacy of the existing infrastructure and technological environment.
- Support the design and delivery of national workshops and training sessions.
- Provide technical inputs during workshops.
- Support ongoing engagement and communication among CRVS stakeholders.
- Contribute to the preparation of draft and final reports.
- Ensure the final report includes a subsection on international best practices.
- Support the organisation of a national validation and dissemination workshop.
- Assist in the development of a consolidated CRVS strengthening roadmap.
- Organize Project inception workshop.
- Organize one national capacity building workshop.
- Organize one BPI consultation and analysis workshops.
- Organize National closing and validation workshop.
Experience Requirements
At least 5 years of experience in official statistics or demography, with demonstrated experience related to CRVS systems considered a strong advantage - Understanding of official statistics in the Asia-Pacific region - Working experience with a national statistical office in the Asia-Pacific region is desirable
Qualification Requirements
Bachelor’s degree in Demography, Statistics or related fields is required. Advanced degree in Demography, Statistics or related fields will be an advantage.
