Local Individual Contractor – Monitoring and Evaluation (M&E)

Overview

The Monitoring and Evaluation Specialist will operationalize projects' M&E frameworks, develop and refine data collection tools, ensure routine monitoring and data quality, support analysis and adaptive management, and provide reporting inputs for donor and corporate requirements.

Tasks Summary

• Implement the change map, results matrix, and indicators into a practical implementation plan.
• Adapt and develop data requirements, templates, and specifications for the Case Management System (CMS).
• Define data quality standards and controls for the CMS.
• Ensure the CMS design includes reporting views, filters, and export functions.
• Provide technical inputs to project and donor reports.

Experience Requirements

• At least ten (10) years of work experience in the development, implementation, and management of information technology systems, preferably in the public or security sector.
• At least five (5) years of experience implementing M&E frameworks in development or security projects.
• Demonstrated experience defining data requirements for information systems or case management tools is desirable.
• Experience with police, justice or public security institutions in Latin America is desirable.
• Prior work with UNODC or international donors is desirable.
• Previous knowledge or work with the United Nations system and/or other international organizations is desirable.

Qualification Requirements

High school diploma or equivalent is required.

Other Details

Languages Required: Fluency in Spanish, with oral and written proficiency, is required.

Languages Preferred: Knowledge of another United Nations official language is an advantage.
