Overview
The Project Officer will provide comprehensive support to IFRC and YRCS in the implementation, monitoring, evaluation, and reporting of the H2O PEACE Programme, ensuring alignment with IFRC policies, donor requirements, and programmatic goals.
Tasks Summary
- Support the coordination and timely, cost-effective implementation of the H2O PEACE Programme.
- Provide programmatic, technical, and operational support, including water-supply–related activities.
- Prepare tender and procurement documentation.
- Systematically manage programme files and records.
- Fulfil monitoring, reporting, and donor-compliance requirements.
- Contribute to the preparation of briefing notes, fact sheets, and visibility materials.
- Work closely with the Yemen Red Crescent Society (YRCS) in planning, coordination, follow-up, assessments, and implementation of H2O PEACE Programme activities.
- Monitor ongoing activities and provide regular progress updates.
- Support YRCS in ensuring programme activities are implemented in line with approved objectives, workplans, timelines, and budgets.
- Support the establishment and effective functioning of robust monitoring, evaluation, and reporting systems.
- Ensure all cross-cutting themes such as CEA, PGI, Environment and climate are mainstreamed.
- Support the development, maintenance, and systematic archiving of programme documentation, data, and records.
- Liaise with IFRC technical units for technical guidance and support.
- Identify implementation challenges, risks, and bottlenecks, and propose recommendations.
- Support the review and finalization of technical assessments, bills of quantities (BoQs), drawings, specifications, and tender documents.
- Coordinate with YRCS teams and IFRC Logistics and Finance units to support timely preparation, submission, and follow-up of payments.
- Support compliance with IFRC policies, procedures, and Fundamental Principles.
- Contribute to ensuring activities adhere to relevant humanitarian standards, IFRC frameworks, and donor requirements.
Experience Requirements
- Minimum 4-5 Years experience in WASH and infrastructure programs within the humanitarian sector (INGOs, UN, RCRC etc.).
- Experience in project cycle management, report writing, monitoring and evaluation and capacity building of staff, community groups.
- Experience in establishing and following monitoring systems to track progress of implementation.
- Experience in preparation of BOQs, drawings (Use of auto cad and engineering software), specifications and tender documents.
- Preferred Experience in implementation of programs through partners.
- Preferred Experience in water peace and security projects/programs.
Qualification Requirements
- Bachelor’s degree in civil engineering or water and Environment - Required
- Master’s degree or equivalent - Preferred
