Overview

The Regional Operations and Reporting Specialist will prepare project budget estimates, monitor work plans, and lead financial reporting for the Eastern and Southern Africa region.

Tasks Summary
  • Prepare projects budget estimates and strategic budgets on an annual and bi-annual basis or as required.
  • Collaborate with the LoCAL Regional Programme Specialist to monitor work plans and ensure financial alignment.
  • Lead financial reporting, monitoring, and closure at the end of the programme.
  • Analyze project financial aspects, review final audits and statements, and return unutilized funds.
  • Oversee HACT requirements and support contracts management and disbursements.
  • Review requests for quality and compliance, process payments, monitor utilization, and generate regular reports.
  • Conduct analysis and prepare quarterly donor reports.
  • Monitor projects budget implementation and ensure expenditures are within approved budget allotments.
  • Ensure the preparation of payments, the process of financial reports and analysis, and fund allocation.
  • Support procurement processes for logistical support.
  • Ensure preparation and amendment of partner agreements and monitoring of their respective activities.
  • Support the strengthening of internal controls over all financial processes.
  • Coordinate, review, and endorse responses to audit queries and ensure the implementation of accounting audit recommendations.
Experience Requirements
  • A minimum of three (3) years of relevant experience with the UN in programme development/management, programme finance, or programme operations management.
  • Demonstrated knowledge of HACT frameworks and requirements.
  • Demonstrated knowledge of contract management.
  • Knowledge of sub-national systems and fiscal decentralization frameworks is an asset.
  • Proficient with systems and computer software, particularly ERP/SAP.
  • Ability to take initiative and to operate independently.
  • Proficiency in Microsoft Office applications such as MS Word & MS Excel, and other web-based information management systems.
  • Good communication skills, including the ability to convey technical concepts to nontechnical staff at all levels in a clear and concise style.
  • Have affinity with or interest in humanitarian relief, post conflict situations, volunteerism as a mechanism for durable development, and the UN System.
Qualification Requirements

Bachelor's degree in finance, business, or public administration, international development, economics, or a related field

Contract Duration: 12 months (with possibility of extension)

Work Modality: Onsite

Remuneration: Travel to the duty station (if applicable), and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities, and the normal cost of living expenses. Life, health, and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
