Overview

The Project Officer supports the delivery of climate-adaptive livelihood and community resilience interventions. The role leads day-to-day field implementation, strengthens community capacities, ensures inclusive participation, and maintains coordination with government counterparts and community-based groups.

Tasks Summary
  • Plan and deliver field activities such as community risk assessments, climate-smart agriculture/livelihood training, home gardening practice, savings groups, and market linkage activities.
  • Support community-led livelihoods and resilience initiatives and facilitate inclusive decision-making.
  • Mobilize and coach village/vulnerable groups to adopt climate-adaptive practices.
  • Organize and facilitate trainings on climate-smart agriculture, financial literacy, market readiness, DRR/early warning, safe schools, and climate information services.
  • Mentor community facilitators and local extension officers.
  • Coordinate with district and village authorities and NGO/private sector partners.
  • Support joint monitoring missions and technical working groups.
  • Collect high-quality data, ensure data completeness and gender/age disaggregation.
  • Track activity progress vs. targets, support PDM/HH surveys, lessons learned, and adaptive management.
  • Uphold child safeguarding and Do No Harm standards.
  • Identify and mitigate implementation risks.
  • Ensure compliance of the program with all SCI Laos policies.
  • Track in-kind/cash distributions and reconcile documentation.
  • Support payment requests and assist with budget preparations.
  • Capture photos/stories of change and contribute to briefs, social media, and donor visibility.
  • Represent the project professionally in community and government forums.
  • Contribute to rapid assessment and response related to DRR and Humanitarian response during an emergency.
Experience Requirements
  • 5 years of experience in field implementation of agriculture and livelihood.
  • DRR/CCA, community development or market systems projects experience is an asset.
  • Practical knowledge of climate-smart agriculture, community-based DRR/CCA or producer groups, and inclusive facilitation.
  • Experience coordinating with Province, District and village authorities and community structures.
  • Understanding of GoL procedures.
Qualification Requirements
  • Bachelor’s degree in agriculture, environmental/climate science.
  • Strong MEAL skills (data collection tools, indicator tracking and basic analysis).
  • Computer skills: MS Office/Teams; familiarity with Kobo is an advantage.
Other Details

Languages Required: • Lao (fluent) • English (working level)

Languages Preferred: • Proficiency in local ethnic languages in Viengkham district, Nambak district and Ngoy district, Luang Prabang Province, Laos is an asset.

Contract Duration: Fixed term (1 year with the possibility of extension)
