Overview
The Compliance Analyst will ensure the proper implementation of compliance activities within the UERP/URP framework loans provided by the EIB. The role supports project implementation, procurement processes, financial operations, and capacity building.
Tasks Summary
- Support project implementation in alignment with UN/UNDP and EIB rules.
- Contribute to work plans and provide technical support for project cycle profiles.
- Identify cost-saving and efficiency strategies.
- Participate in working group meetings.
- Conduct field site visits to monitor project implementation.
- Ensure compliance of procurement activities with Ukrainian legislation, UNDP/EIB rules.
- Monitor procurement processes for best value for money.
- Strengthen beneficiary capacity through training.
- Review contracts and amendments.
- Maintain documentation of procurement processes and prepare reports.
- Identify procurement risks and recommend innovations.
- Support preparation of financial reports and forecasts.
- Monitor financial activities for compliance.
- Contribute to mechanisms for financial management deficiencies.
- Conduct analysis of project financial performance.
- Support transparent and accountable financial management.
- Document and share best practices and lessons learned.
- Contribute to knowledge networks and communities of practice.
- Support establishment of knowledge platforms.
- Develop knowledge products and resources.
Experience Requirements
- Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience at national or international level in public sector procurement management, project development, finance management, accounting, auditing, engineering or related fields.
- Desired Criteria: Experience in monitoring public procurement and/or financial processes related to civil engineering projects, infrastructure, or urban development/renewal programmes. Experience with PROZORRO. Prior experience with UN Agencies, International Organizations or donor-financed projects in procurement and finance. Experience in quality assurance and monitoring of project activities. Experience working with local partners at national and municipal level in international development.
Qualification Requirements
- Advanced university degree (Master’s degree or equivalent) in Finance, Accounting, Auditing, Business Administration / Management, Public Administration, Economics, Law, Engineering or other related disciplines is required, or
- A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
