Overview
The Risk Mitigation and Compliance Analyst will ensure transparent, efficient, and compliant procurement and financial management of projects funded under the EIB loan facility, in line with UNDP and EIB rules.
Tasks Summary
- Lead and oversee procurement and financial compliance across the project, ensuring risk mitigation measures, internal controls, and UNDP/EIB rules are applied.
- Ensure capacity development for administrations in project identification, preparation, and implementation.
- Develop and manage supplier rosters and selection mechanisms.
- Organize and ensure collaboration with counterparts on unit costs and identification of mal-practices.
- Contribute to financial reports and forecasts, including monthly and quarterly disbursement reports.
- Provide compliance assurance and oversight over financial reporting and disbursement processes.
- Support the elaboration of mechanisms to eliminate financial management deficiencies.
- Provide support in regular analysis and reporting on project delivery.
- Ensure technical support and guidance in establishing project cycle profiles.
- Elaborate and implement cost-saving and reduction strategies.
- Participate in relevant working group meetings and share information with local partners.
- Synthesize lessons learned and best practices in public procurement, compliance, finance, and risk mitigation.
Experience Requirements
- Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant professional experience at national or international level, in procurement/supply chain, compliance, reporting, accounting, auditing, finance management or related areas is required.
- Experience of working with PROZORRO.
- Experience in the usage of computers and office software packages (MS Words, Excel, etc.) and knowledge of spreadsheet and database packages.
- Experience in the relevant Ukrainian national laws and procedures on public procurement and financial issues.
- Experience in public procurement and/or financial processes related to the implementation of civil engineering projects, and/or infrastructure, and/or urban development/renewal programmes is desired.
- Experience in working or liaising with a UN Agency or International Organization in the field of procurement is desired.
- Experience in working with UN procurement systems/procedures is desired.
- Experience working with local partners at the national and municipal level in the international development context is desired.
Qualification Requirements
- Advanced University degree (Master’s Degree or equivalent) in Procurement, Logistics, Business Administration, Public Administration, Economics, Finance, Social Sciences or other related areas is required.
- A first-level university degree (Bachelor’s Degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration.
- CIPS level 3 is highly desirable.
