Overview

Assists the Director of A8/AIRCOM Financial Controller in daily budget execution, financial controls, accounting, reporting, and processing of travel orders and claims to ensure compliance with NATO rules and regulations.


Key Responsibilities
  • Establishes inputs into NATO's automated finance accounting system.
  • Reviews proposed commitment of fund requests and contracts.
  • Controls all payment requests.
  • Maintains the integrity of DACCC accounts.
  • Determines accounting classification of finance and accounting transactions.
  • Reconciles DACCC revenue and expense accounts.
  • Controls, reviews and analyses finance and accounting related reports.
  • Controls international duty travel and hospitality fund related transactions.
  • Manages day-to-day financial administration execution of DACCC budget allocations.
  • Performs finance training for DACCC BUDFIN staff, fund managers and NAFS users.
  • Issues and updates financial directives for DACCC.
  • Solves DACCC finance and budget resource problems.
  • Coordinates and manages finance operations with internal NATO and external organisations.
  • Coordinates with AIRCOM A8 and executes DACCC’s year-end financial procedures.
  • Prepares periodic financial reconciliations and inputs relating to DACCC for AIRCOM financial statement and disclosure notes.
  • Establishes local DACCC finance policies related to budget execution, accounting, IPSAS and advises on correct application of financial procedures.
  • Assists AIRCOM A8 in training DACCC finance staffs and Property Accounting Officer (PAO) in IPSAS accounting.
  • Assists AIRCOM A8 in conducting reviews and analysis of DACCC financial data.
  • Assists AIRCOM A8 Branch Head (Financial Accounting) and ACO in executing accounting principles, procedures and coordinates accounting matters.
  • Provides reach-back BUDFIN support to HQ AIRCOM JFAC.
  • Provides finance and accounting support to MWA.
Required Experience
  • Minimum of 4 years successful performance in a finance-related field in a management position, which must include at least 2 years of supervisory duties.
  • Professional experience in accounting, finance or business management.
Qualifications

• University Degree in finance, accounting, business administration, economics, public administration, management or related discipline and 2 years function related experience, OR Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

• Must have an English Standard Language Proficiency level SLP 3333 based on NATO standards
Languages Preferred
• Host Language knowledge is a desirable asset.
Contract Duration
three-year definite duration contract
Work Modality
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker). The incumbent may be required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries.
Remuneration
• 5,879.80 Euro (EUR) Monthly
