Overview

The Senior Programme Management Officer, Administration, P5 role involves attending ACABQ meetings, drafting reports, and analyzing administrative and budgetary information for the United Nations.

Tasks Summary
  • Attends meetings of the ACABQ and drafts reports of the Committee setting forth its observations, conclusions and recommendations.
  • Examines and analyses administrative and budgetary information on the United Nations regular budget, extrabudgetary activities, peacekeeping operations and matters of system-wide concern and coordination; reviews statements of programme budget implications of draft resolutions and decisions of the legislative organs of the General Assembly.
  • Takes the lead in analyzing, evaluating the management, budgetary and administrative aspects of assigned programmes/projects in ACABQ; directs subordinates in such analysis, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
  • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
  • Directs research and programme evaluation on administrative and budgetary issues and practices of the United Nations Secretariat and the United Nations system and presents information gathered from diverse sources and leads the drafting process and production of major/complex reports.
  • Coordinates policy analysis; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, provides background notes and analytical studies to the Chairperson and the Executive Secretary of the ACBAQ.
  • Oversees the review, analysis and interpretation of responses, identifies problems/issues and prepares conclusions. Supervises preparation of various written outputs, e.g. reports of the Committee setting forth its observations, conclusions and recommendations, background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, including intergovernmental deliberations, to include determination of the agenda topics, advises Chairperson and Members of the ACABQ, prepares documents and presentations, etc.
  • Designs and conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation, review submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (advisory reports on programme budget, policy proposals, etc.).
  • Establishes effective collaboration and partnerships and maintains liaison and coordination with offices of the Secretariat and the United Nations agencies, funds and programmes; provides advice and clarification on the substance of the Advisory Committee reports.
  • Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff.
  • Carrying out administrative tasks necessary, including preparation of Office budget, interviews of candidates for job openings and evaluation of candidates; and
  • Performs other duties as required.
Experience Requirements
  • A minimum of ten years of progressively responsible experience in financial management, budgeting, human resources management, administration is required.
  • Experience in the drafting/editing of intergovernmental documentation dealing with administrative and budgetary issues or related area is required.
  • Experience in producing substantive reports and papers on technical issues is required.
  • Experience in the budgetary policies and practices, financial regulations, rules and administrative procedures of the UN or other international organizations is desirable.
  • Experience in data analytics or related area is desirable.
Qualification Requirements

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, social sciences management, economics or a related field is required. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
