Overview
This role focuses on human rights in the protection of civilians, specifically covering civilian casualties recording, documenting conflict-related harm, and analyzing trends and patterns. The incumbent will also provide early warning analyses.
Tasks Summary
- Leads teams and develops programmes on the protection of civilians, including civilian casualties’ documentation and monitoring of damage and destruction of civilian infrastructure.
- Reviews, monitors, and evaluates activities relating to compliance with international human rights instruments and humanitarian law.
- Supports the work of treaty-established bodies and extra-conventional mechanisms and special procedures.
- Prepares relevant human rights parts of reports for the General Assembly, HRC, etc.
- Meets regularly with other stakeholders including UN staff, national officials as well as military and police officers.
- Works with UN and non-governmental programmes, national authorities, and other relevant stakeholders in the country/region to integrate human rights internal and public reports.
- Ensures up-to-date information regarding emerging patterns of harm and makes recommendations on actions to take.
- Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters.
- Assists national stakeholders to develop and implement a training program in the field of human rights, international humanitarian law, and the rule of law.
- Serves as head of unit with responsibility for carrying out, in consultation with the Deputy Head of Mission, work coordination and administrative functions relating to the staff, planning and budget.
- Trains and supervises new/junior staff.
- Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods.
- Advocates for the protection of civilians and raises identified human rights concerns with relevant interlocutors.
- Performs other related duties as required.
Experience Requirements
A minimum of seven (7) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. Experience in a conflict or post-conflict setting working on human rights monitoring is required. Experience developing programmes on human rights in the protection of civilians is desirable. Managerial experience as a Team Leader in human rights Field Presence is desirable.
Qualification Requirements
Advanced University Degree (Master`s or equivalent) in law, political science, international relations, social sciences or related field. A first level university degree in the abovementioned fields in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.
