Overview

This post is responsible for ensuring the delivery of effective and timely accounting, financial, and treasury services within the IFRC EGYPT Delegation. The role provides overall project financial management support and financial services to project managers.


Key Responsibilities
  • Provide feedback on improvements in policies or procedures.
  • Advise project staff on the interpretation of financial procedures.
  • Ensure Federation Internal control is in place and review for weaknesses.
  • Perform periodic review of transactions posted to projects.
  • Monitor donor reports list and submit complete reports.
  • Verify transaction processes comply with IFRS, IFRC policies, and donor requirements.
  • Prepare income or expenditure reallocations.
  • Ensure supporting documents for NS settlement are completed.
  • Provide technical support and advice on budget preparation and revision.
  • Analyze actual expenditures vs. budgets and variances.
  • Coordinate expenditure reallocations.
  • Prepare outlooks for estimated project expenditures.
  • Validate transactions following expenditure authorization procedures.
  • Ensure all accounting transactions are authorized and documented.
  • Follow up on forecasts, journal of expenditures, and travel per-diem claims.
  • Provide monthly account statements to staff for reconciliation.
  • Responsible for monthly cash request analysis submission.
  • Ensure sufficient funds are available.
  • Preparation of bank account reconciliations.
  • Conduct petty cash counts.
  • Ensure daily, weekly, and monthly petty cash counts are done.
  • Ensure payments are done on a timely basis.
  • Coordinate the opening and closing of bank accounts.
  • Validate Partner National Societies (PNS) transactions for supplementary services.
  • Prepare draft invoices for supplementary services.
  • Liaise with PNS for technical questions.
  • Book all transactions in the accounting system after review.
  • Review accounting transactions booked weekly.
  • Ensure balance sheet items are reconciled.
  • Provide reconciled account statements for outstanding balances.
  • Support month-end close routines in the ERP.
  • Prepare ad-hoc financial analysis.
  • Interpret financial key performance indicators.
  • Prepare and submit donor financial reports.
  • Liaise with project managers and unit staff.
  • Liaise with administration, accounting staff, or finance officers of other offices.
  • Liaise with assigned finance analysts from regional finance unit.
  • Liaise with the Head of Finance and Administration.
  • Support auditors.
  • Ensure transfer of funds are within signed project agreement.
  • Provide training to NS on funds transfer budgeting and CRRA reporting template.
  • Perform verification on supporting documents at NS premises.
Required Experience
  • 5+ years of experience in technical areas of expertise (finance/accounting).
  • Good understanding in overall accounting and financial reporting.
  • Experience in working with financial/accounting system (ERP-Enterprise Resource Planning system) or any other relevant systems.
  • Experience in project financial management analysis and support.
  • Experience in Red Cross / Red Crescent movement, other international organizations, large NGOs, and governmental development agencies - Preferred.
Qualifications

• University degree in finance/ accounting or any other professional accounting qualifications - Required.
