Overview
The Project Manager will manage projects to deliver infrastructure assets or technical products, ensuring timely and cost-effective delivery within specified tolerances. The role involves managing daily project operations and acting on behalf of the Project Board during the implementation stage.
Key Responsibilities
- Develop, complete, and update the project execution plan.
- Implement the approved plan, including developing infrastructure designs and coordinating design reviews.
- Integrate sustainability dimensions throughout the project lifecycle.
- Manage the production of required outputs, taking responsibility for progress and resource use, and initiating corrective actions.
- Ensure the quality of work packages and deliverables meets defined requirements.
- Coordinate with external vendors for quality and timely delivery of outputs.
- Manage the acceptance and delivery of work packages.
- Monitor project progress, control deviations, and manage changes.
- Identify, anticipate, and advise on risk mitigation measures.
- Identify and report potential opportunities for UNOPS.
- Comply with organizational policies and standards, and ensure project information is updated.
- Ensure compliance with applicable local laws and regulations, and international standards.
- Prepare and adapt relevant plans for project board approval and manage baselines.
- Manage reporting obligations as defined in the execution plan and legal agreements.
- Maintain project documentation for accessibility and audit facilitation.
- Understand and apply UNOPS financial rules and regulations.
- Account for the use of delegated authority and ensure compliance with ethical standards.
- Perform formal project handover to the closing manager.
- Support project audit activities, including planning, preparation, coordination, and follow-up.
- Include a results framework and M&E plan in the project execution plan.
- Prepare and issue periodic technical and financial reports.
- Periodically review project status and evaluate performance criteria.
- Maintain logs and progress reports as per UNOPS SOPs.
- Provide routine supervision and analysis of execution data through dashboards.
- Ensure project team members regularly track and update milestones and targets.
- Develop stakeholder engagement strategies and plans.
- Actively involve stakeholders, receive feedback, and make necessary adjustments.
- Establish strong working relationships with the project board, clients, and key stakeholders.
- Facilitate the formulation of project communication plans and monitor effectiveness.
- Coordinate stakeholder participation and communication.
- Ensure stakeholders are aware of project activities, progress, and exceptions.
- Collaborate with internal stakeholders to ensure projects meet audit requirements.
- Work with procurement and purchasing staff to ensure effective interface with vendor quality systems.
- Coordinate quality reviews of project documents and deliverables.
- Perform quality control of management products.
- Create a learning environment for the project team, fostering knowledge sharing and training.
- Interact with other project managers and the PM community, sharing case studies, lessons learned, and best practices.
- Stay updated with profession updates and good practices, participating in training and personal learning.
- Ensure lessons learned are shared in a timely and appropriate manner.
- Provide feedback to corporate practice groups on policies and systems.
- Provide feedback to functional groups on policies and guides.
- Organize and structure the project team, ensuring clear roles and responsibilities.
- Provide regular guidance and direction, and support the team to perform effectively.
- Lead and motivate the project management team, and manage their performance.
- Ensure performance evaluations are conducted fairly, accurately, and timely.
- Select, hire, and train project teams as needed, considering gender parity and diversity objectives.
- Ensure the safety and security of all project personnel.
Required Experience
- Minimum of five (5) years of relevant experience (or 7 years if holding a bachelor's degree) in the implementation and/or management of infrastructure projects in at least one of the following areas: buildings, bridges, roads, energy, and/or solar energy.
- Experience in complex projects/programs.
- Desirable: Experience managing multidisciplinary teams.
- Desirable: Experience in the public sector.
- Desirable: Experience in sustainable procurement.
- Experience in United Nations is an advantage.
Qualifications
- University degree at Bachelor's level preferably in Civil Engineering, Architecture, Project Management, or other relevant discipline, with 7 years of relevant experience OR Master's university degree preferably in Civil Engineering, Architecture, Project Management, or other relevant discipline with 5 years of relevant experience.
- Desirable: Certification in project management (e.g., PRINCE2, PMI, PEng, CEng, etc.).
- Certifications: Completion of UNOPS PMM, UNOPS PMM Infra perspective, and oneUNOPS Projects trainings within (3) months of joining UNOPS is a requirement.
