Overview

The Field Security Liaison Officer for Civil Military Coordination will report to the Chief Security Adviser for Lebanon and is responsible for enabling the safe and effective delivery of United Nations programmes and activities.


Key Responsibilities
  • Facilitates communication and network with senior Lebanese Armed Forces officers and authorities for security coordination.
  • Supports humanitarian access and civil-military coordination mechanisms by advising on security policy and procedures.
  • Participates in meetings and working groups with UN agencies and humanitarian partners.
  • Ensures forecasting of the evolving security environment and UN's security responses.
  • Ensures the development of inclusive risk management strategies.
  • Identifies strengths and weaknesses of different solutions to problems.
  • Ensures the preparation, review, and implementation of security planning and risk management documents.
  • Provides written analysis of security trends and reporting of incidents.
  • Advises on the inclusion of security in all stages of United Nations activities and programmes.
  • Enables the delivery of mandates and programmes through direct operational assistance.
  • Oversees security-related projects, prioritizing work to meet deadlines.
  • Monitors and contributes to activities related to preparedness and compliance.
  • Plans and develops security support to enhance collaboration with International Non-Governmental Organizations (INGOs) and International Organizations (IOs).
  • Enhances communication and trust through collaboration with UN system organizations and other stakeholders.
  • Collaborates closely with peers, non-governmental organizations, diplomatic missions, and Host Government representatives.
  • Strengthens awareness and capacity of personnel by supporting security training and advice.
  • Identifies bottlenecks and gaps and develops proposals to improve response systems and mechanisms related to civil-military coordination.
  • Performs other functions as directed.
Required Experience
  • Minimum of seven years of progressive international experience in security, intelligence analysis, risk management, crime or terrorism prevention, and operational coordination in conflict and post-conflict settings, with a sustained focus on field-based roles across UN missions, multinational security forces, and national defense is required.
  • Experience in international relations, conflict resolution, counterterrorism, or intelligence in complex environments in the Middle East and Northern Africa region is required.
  • At least 3 years of international field experience in the last 7 years working within the UN Common System or comparable international organization or non-governmental organization in a conflict or post-conflict setting is required.
  • At least 3 years of experience in civil-military coordination, access negotiations, and supporting humanitarian operations through liaison with national authorities, UN Country Teams, and security services or other relevant stakeholders is required.
  • At least 3 years of experience in security programme management, operational risk analysis, and design/implementation of mitigation measures in hostile field environments, integrating these with humanitarian and development operations is required.
  • Experience leading team for analysis and reporting teams coordinating multi-agency intelligence and producing scenario-based threat assessments for senior leadership is desirable.
  • Experience in Saving Lives Together (SLT) initiatives and inter-agency field coordination mechanisms to enable humanitarian access in high-risk contexts is desirable.
Qualifications

Advanced university degree (Master’s degree or equivalent) in political/social science, law, international relations, security management or a related field is required. A relevant first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.
