Overview

The Engineer will ensure the effective and timely implementation of demolition and debris management work, providing advisory support and supervision for quality and efficiency.


Key Responsibilities
  • Conduct analysis for needs assessment and establish priorities for emergency demolition and debris management.
  • Participate in the preparation of plans and documents for construction, demolition, and debris removal work.
  • Liaise with governmental organizations to ensure timely and efficient implementation of activities.
  • Take measures to prevent and eliminate defects and propose optimizations.
  • Liaise with mine action component to ensure safe work of UNDP Contractor.
  • Supervise site engineers and UNDP Contractors performing construction, demolition, and debris removal work.
  • Process site engineers' or contractors' reports into daily and weekly works progress reports.
  • Conduct regular visits to project sites to analyze work progress.
  • Participate in the handover of completed works to relevant authorities.
  • Participate in relevant meetings and share information with partners and UN agencies.
  • Follow legislation, regulations, rules, and UNDP procedures.
  • Help prepare guidelines for project execution and contribute to reporting.
  • Provide advisory support to local authorities and assess operations' accordance.
  • Support local authorities in preparing documentation and collaborating in project implementation.
  • Collaborate with the project team in assessing UNDP suppliers' performance and reporting malpractices.
  • Participate in project report preparation, including progress and annual reports.
  • Provide input for amendment of norms, certification, and other requirements, and offer technical advice for permissions and construction certificates.
  • Support with the preparation of project reports, including progress and annual reports, as well as ad-hoc technical reports.
  • Participate in pre-bid meetings and site visits during the bidding process, ensuring bid documents comply with UNDP standards and regulations, and coordinate/contribute to the evaluation process.
  • Ensure gender equality in work, create a safe and supportive environment without discrimination or abuse, and communicate in a gender-considerate manner.
  • Perform other activities as requested by the Engineering Analyst, Debris Management Analyst, and the Head of Debris Management Unit.
Required Experience
  • Relevant experience at the national or international level in managing/developing civil engineering projects, demolition/debris management, reconstruction of public and private infrastructures or in other related fields.
  • Previous working experience in UN system/ development sector will be considered as an asset.
  • Experience in the field of technical supervision.
  • Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into recovery as well as economic and social development issues at the national and sub-national levels will be a strong advantage.
  • Knowledge of regulations and requirements in the field of construction, demolition and debris management.
  • Excellent knowledge of civil engineering and modern construction technology.
  • Sound knowledge of technical specifications and performance schedules of construction and installation works.
  • Knowledge of procedures for quality control procedures.
  • Good familiarity with national legislation in the area of construction, norms and standards of construction works, including critical infrastructures.
  • Excellent usage of computers and office software packages, including engineering design software.
Qualifications

Bachelor's degree in Civil Engineering, Architecture, Construction or related field. Desired field of education (Industrial and civil construction, urban construction).

Remuneration
• Volunteer Living Allowance (VLA): USD 1690 (equivalent in UAH) is provided monthly. • USD 350 entry lump sum, one-time payment. • USD 112 exit allowance (paid on successful completion of the assignment) for each month of assignment.
