Overview
The National Consultant - NTFC Secretariat will serve as the operational focal point for the NTFC Secretariat, ensuring the day-to-day functioning, coordination, and follow-up of all NTFC activities to strengthen institutional coordination for trade facilitation reforms.
Key Responsibilities
- Support the operational functioning and administration of the NTFC Secretariat.
- Maintain an NTFC activity calendar and coordinate internal workflows.
- Support the hiring and coordination of short-term consultants.
- Prepare, organize, and coordinate NTFC plenary meetings, including drafting agendas, preparing documentation, and managing logistics.
- Prepare and circulate meeting minutes and develop a decision-tracking matrix.
- Prepare summary reports on progress, challenges, and follow-up actions.
- Support the operationalization and improvement of the NTFC governance framework.
- Assist in the preparation and implementation of NTFC strategies and work plans.
- Develop and maintain operational tools for accountability and results monitoring.
- Prepare consolidated progress reports.
- Establish and maintain an NTFC knowledge management system.
- Maintain updated contact lists.
- Support the establishment and operationalization of Technical Working Groups (TWGs).
- Support the drafting and revision of TWG Terms of Reference.
- Monitor TWG progress and report on challenges and recommendations.
- Support coordination of engagement with regional and international partners.
- Facilitate NTFC member participation in regional events and trainings.
- Provide logistical and substantive support for capacity-building activities.
- Prepare briefing materials and post-activity reports.
- Support follow-up actions from international cooperation initiatives.
Required Experience
- A minimum of 4 years’ experience in the field of international trade, public policy, administration or a related field.
- Strong established networks within relevant government agencies (e.g. Ministry of Trade, BFDA, Customs), and private sector actors.
- Experience in working on project implementation with international organizations is desirable.
- General familiarity with international trade and trade facilitation concepts is desirable.
Qualifications
- A minimum of a bachelor’s degree in development studies, law, international business, international trade, economics, or a related field is required.
- Preference will be given to candidates holding a master’s degree in the above fields.
