Overview
The Water Sanitation and Hygiene (WASH) Engineer will be responsible for ensuring high-quality WASH-related construction and rehabilitation activities implemented by UNICEF and its partners.
Key Responsibilities
- Conducting technical assessments of potential construction/rehabilitation sites for WASH facilities.
- Drafting technical designs for proposed WASH construction or rehabilitation works.
- Consulting with relevant Government line Ministries to gain approval for work plans and designs.
- Drafting RFQ for approved construction/rehabilitation works for public tender of contractors.
- Conducting technical assessment of potential contractors.
- Coordinating with contractors to monitor progress of construction or rehabilitation works.
- Conducting site visits of construction or rehabilitation works and preparing monitoring reports.
- Coordinating with relevant local authorities to arrange establishment of water user committees, support community trainings, and conduct follow-up visits.
- Arranging handover ceremonies and supporting publicity of the project.
- Monitoring completed work during the retention period and ensuring contractor fulfillment of responsibilities.
- Performing any other task as necessary as part of the UNICEF WASH team.
Required Experience
A minimum of five years of relevant experience in the design of Water, Sanitation and Hygiene (WASH) facilities and in the management of WASH-related construction and rehabilitation projects. Demonstrated experience working across rural and urban contexts in Timor-Leste, including technical design and construction oversight. Experience engaging and coordinating with relevant government ministries and counterparts is an asset.
Qualifications
Bachelor's degree in Civil engineering or related degree is essential.
