Overview
The role is responsible for managing and administering contracts for scientific experts and organizations funded by the CSO to support the STO Collaborative Program of Work. The position provides expert advice on contractual conditions in compliance with national and international rules.
Key Responsibilities
- Manages and administers contracts for individual scientific experts and scientific organizations funded and contracted by the CSO.
- Provides expert advice on contractual conditions in compliance with national and international (NATO) rules and regulations.
- Acts as the single outward-facing point-of-contact for administrative-contractual interaction between the CSO and contracted scientists.
- Facilitates administrative interaction and processes for scientists to ensure their continued engagement in the S&T CPoW.
- Assists and advises the Head of the Operations Coordination Office, Staff Officer (Fiscal, Accounting / P&C Officer), NATO scientists, and other team members.
- Deputizes for the Buyer and for the Senior Assistant (Accounting and Travel) in case of absence.
Required Experience
- About 7-year of relevant professional experience in the field, at least 3 in contracting and finance work.
- Sound knowledge of accounting & contracting practices.
- Good knowledge of computerized accounting.
- Experience in the preparation of travel itineraries and ticketing and use of internet suppliers.
- Previous experience in a NATO or international Organization (desirable).
- Experienced user of financial software applications, in particular NATO FinS (desirable).
- Sound knowledge of NATO Financial Regulations (desirable).
- Previous experience in an Assistant position in an international environment, preferably in Finance & Contracting (desirable).
Qualifications
- University degree (bachelor) with major subjects in accounting and contracting.
- Training in accounting & contracting practices and procedures, and in the use of Oracle/SAP Financial software or equivalent.
- Education and training in contracts’ management (desirable).
