Overview
The Chief of Mission Support is responsible for providing managerial, logistical, and administrative support for the mission/office mandate. This role contributes to the implementation of the mission's mandate by overseeing all administrative and logistical support operations.
Key Responsibilities
- - Contributes to the implementation of the mission/office mandate by providing necessary managerial, logistical/technical and administrative support.
- - Certifies mission expenditures.
- - Advises the SRSG on administrative and logistical support matters.
- - Plans, organizes, implements, manages, and oversees administrative and logistical support operations.
- - Provides effective management of human, financial and material resources.
- - Identifies strategies for the development and implementation of the mission support's work programme.
- - Ensures development, preparation, coordination and monitoring of work plans, strategies and programmes for support activities.
- - Establishes policies, procedures, practices, standards, and tools for budget, accounting, financial and human resources management.
- - Ensures implementation of Global Field Support Strategy.
- - Liaises, negotiates, and coordinates with local authorities on administrative and logistical matters.
- - Ensures cooperation and integration of administrative and logistical resources with other mission elements.
- - Provides guidance, support, and supervision to senior administrative and logistics support staff.
- - Ensures guidance, performance evaluation, supervision and mentoring to all administrative support staff.
- - Maintains good order and discipline of staff.
- - Represents the mission before legislative bodies.
- - Represents the mission support component at meetings and occasions.
- - Performs other related work as required.
Required Experience
- - At least fifteen (15) years of progressively responsible experience in public or business administration, management, programme management, human resource management, finance, accounting, logistics, supply chain management, information technology or related area is required.
- - At least five (5) years of experience at managerial level working in United Nations common system field operations, including peacekeeping and special political missions and UN agencies, funds, and programmes; or field-based operations of other public international organizations or non-governmental organizations is required.
- - At least five (5) years of experience in implementing complex support programmes and administrative rules and procedures in a volatile environment is required.
- - A proven track record of leadership and management in multicultural settings in a politically sensitive context is required.
- - At least five (5) years of experience in providing strategic policy advice to senior level officials is required.
- - Experience in supporting field operations of uniformed personnel is required.
- - Experience in developing operational strategies, change management and workforce planning in an international setting is required.
- - Prior experience serving as Chief of Administration or Mission Support in a UN peacekeeping or special political mission, or a similar setting, is desirable.
Qualifications
Advanced University degree (Master's degree or equivalent) in international affairs, business or public administration, management, logistics, human resources management, supply chain management, finance, engineering, accounting, law or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
