Overview

The Programme Associate will support the WHO Country Office in Papua New Guinea in achieving its strategic priorities related to sustainable health outcomes, strengthening health systems, and emergency preparedness. The role involves performing financial and administrative tasks to ensure efficient programme implementation.


Key Responsibilities
  • Review obligating documents, undertake reconciliations, and prepare reports.
  • Process transactions in the enterprise resource planning system and follow up on deliverables and payments.
  • Monitor country activities, including deadlines, budgets, and expenditures.
  • Facilitate the end-to-end management of DFC, including financial reviews and liquidation.
  • Execute DFC assurance activities to verify fund use and provide quality assurance.
  • Monitor and manage encumbrances in the ERP system and reconcile outstanding commitments.
  • Support the preparation and monitoring of team workplans in the ERP system.
  • Screen and review contractual materials, issue PTAEO numbers, earmark funds, and verify payment requests.
  • Assist in monitoring staffing levels, contract extensions, and renewals.
  • Check, obligate, and clear purchase requests for services and equipment.
  • Track and administer the team’s client-support/response system and flow of information.
  • Provide administrative support for organizing meetings, including invitations, documentation, cost estimates, and travel requests.
  • Establish and/or maintain the team's electronic filing system.
Required Experience
  • At least eight years of experience in providing administrative assistance to programme implementation and management.
  • Experience in UN Organization is desirable.
Qualifications
  • Equivalent to graduation from secondary school.
  • Training in Enterprise Resource Planning (ERP) is desirable.
  • Additional training in finance management, accounting, and administration would be an advantage.
  • Additional training/skills in spreadsheets, power BI, and report writing are preferred.

Remuneration
annual net base salary starting at PGK 67,907 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
