Overview

The Operations Officer guides the WHO country office and staff on all aspects of country office operations, ensuring compliance with policies and procedures. The role involves managing staff and operations teams to deliver administrative and financial services.


Key Responsibilities
  • - Guide the head of the WHO office and other staff on country office operations, interpreting policies, systems, and procedures.
  • - Provide solutions grounded in policy compliance and geared towards responsiveness to business needs.
  • - Guide the head of the WHO country office on internal operational and administrative risks.
  • - Manage staff and operations teams in delivering services in budget and finance, human resources, procurement, ICT, security, and general administration.
  • - Support the head of the WHO country office on the formulation, management, and implementation of the country office human resources plan.
  • - Supervise assigned administrative support staff, coordinate work objectives, and evaluate performance.
  • - Represent WHO in the UN operations management team and other interagency meetings.
  • - Assist the head of the WHO office in matters concerning the security of the WHO country office and coordination of security measures.
  • - Coordinate security management under UN Common Services agreements.
Required Experience
  • A minimum of five years of work experience relevant for the position (leading and performing a wide range of administrative services, including supervision of staff).
  • Desirable: Experience with WHO/UN or equivalent organization, good knowledge of programme management and end-to-end business processes, experience in project management (ideally in the UN system and/or a public health context), good knowledge of enterprise resource planning systems.
Qualifications
  • Essential: A university degree (bachelor's) in a relevant field (such as finance, management accountancy, public administration or business administration).
  • Desirable: Master's degree in business administration, management, or a related field. Training in human resources, accounting, finance, monitoring and evaluation.

Remuneration
Annual base salary starting at USD 71,335 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2318 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
