Overview
The role involves providing technical support for the software development of the ARCMTS database, ensuring it meets approved architecture and TOR requirements, and complies with national digital systems.
Key Responsibilities
- Develop Workplan with work scope, timelines, and deliverables based on the ARCMTS TOR.
- Prepare progress Report covering planning, design, development, piloting and deployment for UNODC ROCA.
- Ensure the database and system components are developed on time and according to the approved architecture and ARCMTS TOR requirements.
- Coordinate the work of all IT specialists, ensuring alignment with the ARCMTS TOR.
- Monitor the development of: scalable database, backend and frontend components, system configuration and deployment, cybersecurity compliance.
- Provide technical oversight of the full software development lifecycle: planning, design, development, piloting, deployment and integration.
- Ensure quality through systematic testing, reviews, and validation of deliverables.
- Identify project IT risks and implement mitigation measures.
- Ensure compliance with all standards, processes, and technical requirements described in the ARCMTS TOR.
- Ensure ARCMTS code compatibility with national E-Gov platforms allowing automated data exchange, synchronization and integration.
- Facilitate communication between the development team, UNODC ROCA, and end user. Initiate monthly update meeting of the developers’ team with UNODC ROCA and end user focal points for providing progress updates. Prepare Minutes of Progress Update Meetings.
- Develop ARCMTS User Manual with functions and instructions explained through graphic, logical and algorithmic schemes for easier comprehension.
Required Experience
Minimum 7 years of proven experience as a Software developer with a track record of successfully delivering web applications or software projects is required. Proven working experience leading/coordinating a team in the information technology sector and software development is required. Ability to analyze and manage risks and project requirements is required. Understanding software development processes is required. Work experience with Uzbekistan's national law enforcement agencies and knowledge of specifics of work with sensitive information is desirable.
Qualifications
High school diploma or equivalent is required. Formal qualifications or certifications from a recognized national or international educational institution related to computer science, information technology, graphic or web design is desired.
