Overview
The Programme Officer will support the planning, coordination, and implementation of the Passenger and Cargo Control Programme (PCCP) in Mexico, assisting law enforcement agencies in identifying and inspecting high-risk cargo and passengers.
Key Responsibilities
- Support the planning of, and coordinate and implement the programme/project strategies and activities in Mexico.
- Guide, coordinate and supervise PCCP staff in Mexico.
- Design work plans for the timely achievement of the project objectives.
- Plan, organize and carry out the collection, evaluation, analysis, compilation and dissemination of statistical data.
- Provide backstopping and support on technical, substantive and administrative issues.
- Conduct field missions including assessment missions and technical survey visits.
- Guide and orient the efforts and contributions of consultants, project personnel, donors, institutions and counterparts.
- Ensure effective financial management, monitoring and reporting of the project budget.
- Coordinate the preparation of information materials and disseminate PCCP-related materials.
- Expedite and endorse submissions according to UNODC procedures and the project document.
- Undertake fund-raising activities to support the PCCP.
- Support and promote the expansion of the projects to new countries.
- Organize training courses, seminars, working groups, and workshops.
- Undertake general and administrative arrangements.
- Prepare project progress reports and project segment implementation delivery rate reports.
- Collect and analyse data to identify trends or patterns and provide insights.
- Perform other work-related duties as required.
Required Experience
- A minimum of seven years of progressively responsible professional work experience in the area of border management, law enforcement or trade supply chain security, or a related area is required.
- Demonstrated experience in the implementation of technical assistance activities and in project management is required.
- Professional experience in strengthening regional law enforcement cooperation is required.
- Experience supporting and working with law enforcement agencies and counterparts in the field in the area of border management is desirable.
- Work experience with the United Nations System or a similar international organization is desirable.
- Experience in data analytics or related area is desirable.
Qualifications
Advanced University degree (Master’s degree or equivalent), in criminology, political science, international relations, security studies or other relevant disciplines, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.
