Overview
The Change and Project Management Officer is responsible for aligning operations with changing mandates and coordinating ESCWA's change management strategy. The role leads the service development and delivery program to ensure timely delivery of quality standards.
Key Responsibilities
- Design operational response for transformation projects.
- Represent ESCWA in inter-agency meetings on operational support and change management.
- Support project and service management by capturing scope, specifying deliverables, estimating resources, and monitoring progress.
- Support leadership on work modalities, processes, and techniques.
- Monitor trends and best practices in operational support and business transformation.
- Ensure ESCWA's business model aligns with evolving mandates and operational environments.
- Ensure transformation projects align with global Secretariat efforts and best practices.
- Refine business operations strategy based on client needs.
- Propose and organize project and change management training.
- Lead the Service Management Section towards a common strategy and workplan.
- Manage Section staff, including work plans, coaching, supervision, and performance evaluation.
- Foster teamwork and communication within the section and across organizational boundaries.
- Ensure cross-functional integration of business areas in service delivery.
- Engage stakeholders by maintaining communications and seeking feedback.
- Conduct basic research on programmes and operations.
- Participate in survey initiatives, assist with data collection tools, and analyze responses.
- Develop costing methodologies and formulate service costs.
- Establish administrative workflows and processes for revenue flow through cost recovery.
- Undertake outreach activities and participate in training workshops.
- Develop marketing strategies based on market surveys and identify business expansion opportunities.
- Develop marketing and outreach materials for business expansion.
- Perform other duties as required.
Required Experience
A minimum of seven years of progressively responsible professional experience in operational support, administration, project management, change management or a related area is required. Experience in costing and establishing rate cards and price catalogues is required. Experience with large scale implementation of organizational change initiatives or major business transformation projects is desirable. Experience in the UN system or comparable international organizations is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in administration or management or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
