Overview

Provides operational security expertise and supports country security planning and preparedness. The role involves reviewing and monitoring developments impacting security, preparing assessments, and formulating recommendations.


Key Responsibilities
  • Provides operational security expertise, including reviewing and monitoring developments impacting security, preparing assessments, and formulating recommendations.
  • Proactively supports country security planning and preparedness through peer reviews and expert guidance.
  • Assists UNDSS Programme Country Planning through peer review of UNDSS Country Office input.
  • Coordinates and shares information with Security Information Analysts.
  • Leads and coordinates specialist Headquarters support.
  • Provides advice to the field on implementation of UNSMS policies, guidance, and procedures.
  • Initiates and participates in the identification, collection and sharing of lessons learned and best practice.
  • Manages crisis situations by providing resources, expert advice, and guidance to Country Offices.
  • Supports Peace Operations, Political Missions and Transitions by providing operational-level expertise.
  • Assists with human resources, administration, logistics, and budget/finance support to the field.
  • Performs performance management duties, including acting as Second Reporting Officer or First Reporting Officer as delegated.
  • Supports Senior Management by updating and briefing Directors and representing DFO in meetings.
  • Deploys to the field when required to strengthen UNDSS Country Offices.
  • Acts as Officer-in-Charge of the Africa Section in the absence of the Senior Security Coordination Officer.
  • Performs other assignments as required.
Required Experience
  • A minimum of seven (7) years of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk or disaster management in the public or private service areas responsible for responding to emergency situations that directly impact security is required.
  • Experience in planning, design, implementation, or review of risk mitigation measures related to operations impacted by insecurity is required.
  • At least three (3) years of management or leadership experience in a Field Office is required.
  • Experience in the preparation of complex security situation Briefing Notes reports is required.
  • At least three (3) years field experience within UN Common System or similar international, governmental, or non-governmental organization within security is required.
  • Experience with contingency planning and crisis management is desirable.
Qualifications
  • Advanced university degree (Masters degree or equivalent degree) in Security, Disaster or Emergency Management, Risk Management, Political Science, Military Science, Public Administration, Law Enforcement, International Relations, Law or related area.
  • A first-level university degree, in combination with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree.
  • A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.
  • Certification in a security management and hostage incident management course is desirable.
