Overview
The Digital Inclusion Multi-Country Deployment Officer will support the identification, planning, implementation, and adoption of Digital Inclusion technology services and tools across multiple countries, with a focus on francophone countries, and provide project management support in Senegal.
Key Responsibilities
- Provide technical support to in-country users on DI platforms.
- Support coordination efforts of the digital education focal point in Senegal.
- Support knowledge management by compiling lessons learned and maintaining technical documentation.
- Assist in monitoring adherence to project governance processes.
- Support the DI team in identifying success stories and developing communication materials.
- Deliver a landscape assessment of facility connectivity initiatives in francophone countries.
- Identify and develop programmatic opportunities in francophone countries.
- Mature opportunities and build solution pitches and delivery plans.
- Support the scoping of new project requests from in-country stakeholders.
- Surface emerging use cases and unmet needs from in-country engagements.
- Support the development of new financing opportunities.
- Manage the delivery of DI’s mapping work in at least 4 countries.
- Support the DI HQ team in building advocacy packages.
- Manage the delivery of DI's facility connectivity monitoring tools in at least 2 countries.
- Collaborate with Digital Inclusion HQ Technology teams to adapt and improve tools.
- Monitor progress against deployment milestones and KPIs.
- Travel to countries being supported as needed.
- Support monitoring and evaluation activities.
- Support end-to-end project management of DI’s work in Senegal.
- Support the definition and approval of a national workplan.
- Coordinate efforts between Giga, the Ministry of Education (MEN), and external partners/stakeholders.
- Provide technical training and capacity building to MEN staff.
- Organize and deliver trainings for governments, UNICEF staff and partners.
- Design and implement strategies to retain and drive value for users of DI’s tools and service.
- Capture, synthesize, and share lessons learned across all francophone countries.
- Ensure DI’s tools are properly integrated into government workflows.
- Support the design and implementation of robust monitoring and evaluation mechanisms.
- Provide targeted training and ongoing support for in-country government and UNICEF staff.
- Lead user acquisition and retention efforts in-country.
- Oversee quality assurance and user monitoring.
- Support the logistics and coordination of Digital Inclusion field missions.
Required Experience
- Minimum 5 years of progressively responsible project management experience, including technology implementation and stakeholder coordination.
- Proven ability to work with administrative datasets (EMIS, census, geospatial), including cleaning, validation, and transformation into actionable insights.
- Technical fluency with data workflows and digital tools; experience supporting government adoption of data and analytics platforms is highly desirable.
- Experience working with governments to support digital tool adoption, including scoping, user requirement gathering, localization, and training.
- Strong understanding of regional cultural and political landscapes and demonstrated track record of collaboration with ministries and local partners.
- Knowledge of internet connectivity ecosystems, including stakeholders, infrastructure challenges, and opportunities, is a plus.
- Prior experience with UN agencies, UNICEF, or other international development organizations is an asset.
Qualifications
Bachelor's degree in Information technology, business administration, public administration, international development, engineering, or a related field is required.
