Overview
The Human Resources Technical Officer position is established to support the effective implementation of human resources functions at Field Office level in line with NRC policies, procedures, and standards. The role contributes to ensuring that programme and support teams in Mueda field office are supported through efficient recruitments, trainings and adequate support to comply with NRC HR policies and procedures.
Key Responsibilities
- Implement NRC’s systems and procedures at area level
- Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements.
- Prepare and submit reports and analysis
- Support line managers in procedures and, if required, support team trainings
- Help develop and implement HR administrative systems and procedures
- Ensure adherence to NRC policies and the national labor law in all processes and procedures
- Advise on personnel conflicts/processes where relevant
- Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
- Coordinate with relevant partners, suppliers, authorities, lawyers etc.
- Ensure accuracy of staff salaries
- Ensure that staff records in all offices in the area are up to date and filed appropriately, in compliance with NRC’s data protection obligations.
- Assist HR Manager in recruitment of national positions and induction of new and replacement staff.
- Work with relevant technical staff to edit job descriptions when needed.
- Advertise jobs internally and externally.
- Handle logistical arrangements for candidate interviews and prepare interview schedules.
- Support HR department with the roll-out of NRC’s Induction package and NRC Way, for all staff.
- Ensure all relevant national staff understand processes and procedures to ensure Duty of Care for all staff.
- Support the HR Manager in rolling out additional measures for the Prevention of Sexual Exploitation and Abuse (PSEA)
- Archive NRC employees’ files, ensuring data protection in compliance with NRC archiving guidelines.
- Make monthly updates to staff contact list.
- Work to promote gender equality in the organisation, including through careful research of obstacles to female staff recruitment, retention, and promotion, in the Mozambique context.
- Coordinate with finance department every month to ensure timely and accurate payroll.
- Be the point of contact for all HR Suppliers (eg. Medical Aid, Workmen compensation)
- Track, file and review all Statutory documentation for auditing purposes.
- Update personnel files
Required Experience
At least 2 years of experience from working as a HR Officer in a humanitarian context
