Overview
This role manages procurement processes within the country, ensuring compliance with DRC and donor regulations, and provides expert procurement guidance to the country organization.
Key Responsibilities
- Ensure archiving systems are maintained in both online and offline formats.
- Ensure adherence and compliance to DRC Operations Handbook on procurement.
- Ensure all vendors are created in DRC Dynamics and screened in anti-terrorism databases.
- Review DRC supplier database and participate in supplier pre-qualification.
- Support the Supply Chain Manager on cost-effective and transparent purchasing.
- Liaise with suppliers to create delivery schedules and evaluate performance.
- Support the SC Manager in tracking Purchase Requests, Purchase Orders, RFQ and ITBs.
- Regularly review, update and share information management databases and trackers.
- Prepare RFQ and ITB relevant documents, and TOC reports.
- Support the SC Manager in strategic planning, framework agreements, and pre-qualified supplier lists.
- Review ITB documentation before advertising or inviting suppliers.
- Participate in evaluation of bids and proposals.
- Preparation of contracts and amendments.
- Participate in providing procurement planning support to program staff.
- Ensure non-winning suppliers receive notification.
- Ensure procurement files are accurate and records comply with policies.
- Compile monthly country procurement reports.
- Organize procurement training for non-logistics and procurement staff.
- Ensure proper application of ERP supply chain processes.
- Provide expert advice and support to set strategy and assure operational quality and compliance.
- Support the SC Manager clean up files on ERP system.
- Coordinate with Partnerships and Programme teams for partner-implemented projects.
- Contribute to documentation and sharing of procurement lessons learned.
- Provide procurement guidance and clarification to DRC programme teams and national partners.
- Support capacity strengthening of national partners in procurement.
- Contribute to procurement risk assessments related to partner-implemented projects.
Required Experience
- Minimum 5 years of experience in procurement in a humanitarian setting.
- Knowledge and experience in dealing with service providers and contractors.
- Experience working with national partners and supporting compliance with donor procurement regulations is an asset.
- Understanding of localisation principles and experience supporting partner capacity strengthening in procurement processes is desirable.
- Experience with standard procurement procedures and documentation.
- Experience in ERP Systems.
Qualifications
Bachelor’s degree in a relevant field.
