Overview

The Humanitarian Mine Action Project Manager will supervise Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) team and activities aimed at reducing civilian harm and supporting longer-term safety and resilience in Libya.


Key Responsibilities
  • Coordinate, plan, and monitor EORE, VA, and Mine Action Advocacy activities in Libya.
  • Provide technical supervision of project implementation.
  • Provide capacity development, team building, and leadership of EORE staff.
  • Manage and monitor assigned budget.
  • Plan and coordinate logistics and staff movements.
  • Initiate procurements and ensure their execution.
  • Ensure prioritisation set by LibMAC and donors, as well as activities of other Mine Action operators, are considered.
  • Engage in high-level liaison work with key stakeholders.
  • Maintain and develop SOPs, Training Management Plans (TMPs), workplans, and other relevant operational documentation.
  • Obtain LibMAC and HDP/HQ approval of technical protocols.
  • Ensure high-level coordination and collaboration between specialized teams.
  • Ensure the BRIDGE project is implemented according to plan.
  • Design Monitoring and Evaluation systems.
  • Develop tools and methodologies for Comprehensive VA and share lessons learned.
  • Act as DRC's representative for external parties.
  • Support the communication of HDP's work to the general public.
  • Prepare regular high-quality progress reports for the donor, LibMAC, ALT programme, and HQ.
  • Update and monitor the monthly financial forecast.
  • Support HMA fundraising efforts.
Required Experience
  • Minimum 5 years’ previous experience in the humanitarian/development sector at management or coordination levels.
  • Minimum 2 years’ previous experience in EORE, VA and MA advocacy.
  • Proven management skills and competence in people management.
  • Proven practical knowledge of the project cycle management.
  • Proven ability in management and planning of project budgets.
  • Experience of working in insecure environments.
  • Experience in Humanitarian Mine Action Integrated programming (desirable).
  • Experience with AICS protocols and requirements, including reporting (desirable).
Qualifications
  • University degree in a relevant field from a recognised institution, or relevant working experience.
  • EORE Certified.
  • Other HMA-related certificates are an advantage (NTS, Quality Management in MA, AGDM in MA and similar).
