Overview
Provide legal support on institutional and administrative matters, contributing to the drafting and review of HR-related administrative orders and instructions, and handling personnel cases.
Key Responsibilities
- Support review of HR-related AOs/AIs; draft inputs and revisions with BPAL, Office of the General Counsel (OGC) and BPMSD teams
- Ensure consistency of HR and administrative policies across AOs/AIs
- Coordinate AO/AI review process, including tracking timelines and consolidating comments
- Maintain Administrative Repository records, including approved versions and revision history
- Provide guidance on ADB HR practices and legal frameworks; coordinate grievance cases with OGC and provide relevant support on Administrative Tribunal matters
- Draft and review memoranda, case summaries, and other HR/legal documents
- Prepare case materials and briefing notes on employment and HR matters for grievance, appeals, and tribunal processes
- Maintain accurate, confidential case records, including “fact folders”
- Respond to staff inquiries and support orientation and outreach activities
- Support enhancement to training programs on HR legal topics
- Support review of the Resident Mission/Resident Office Manual, including consolidating inputs and comments
- Perform other duties as assigned and reflected in the work plan.
Required Experience
At least 5 years of relevant labor law experience in an international organization, multinational corporation's legal department or in a law firm. Relevant experience in human resources operations, policy implementation, analytical review, and research within a structured institutional or multilateral environment. Demonstrated experience in stakeholder coordination across departments. Experience in participating in team-based and cross-functional work settings constructively.
Qualifications
Bachelor's degree in law and member of the Bar, preferably with advanced training.
