Overview
The role is responsible for managing and supervising day-to-day MEAL activities, providing technical support to staff, and building capacity of MEAL and program staff and partners to ensure the quality of programming and document lessons learned.
Key Responsibilities
- Manage and supervise all day-to-day MEAL activities in Rakhine State
- Provide technical support to MEAL and program staff, including developing log frames, advise on sampling strategies and survey plans, support data analysis and write and review reports
- Lead and present data and reports to program teams in line with adaptive management strategies
- Build capacity of the MEAL and program staff and DRC Implementing partners
- Lead major assessments (baseline, endline, impact, etc.) throughout the project cycle from planning and implementation to reporting
- Provide technical support to the MEAL team leaders, including survey design, methodology planning, tool development, and data management.
- Design log frames and indicators for proposals/grants in collaboration with of Country MEAL Manager
- Oversee the tracking of achievements and indicators for projects/programs
- Review and provide quality checking for donor reporting to ensure accuracy, evidence-based narratives, and compliance.
- Provide technical support to program managers in terms of program design and MEAL activities associated with program activities and emergency rapid needs assessments
- Support the Country MEAL Manager in the coordination and supervision of external evaluations and third-party consultants.
- Ensure that all MEAL documents and data are archived in the shared, secured drive
- Enforce data security policies and assist Country MEAL Manager in in the development and finalization of strategic MEAL standards
- Ensure all MEAL staff and relevant program staff are using centralized IM systems for data management
- Oversee data quality assurance activities, including routine data auditing and field visits to verify reporting accuracy.
- Support project implementation team in the Set-up and overall management of community feedback mechanisms (CFM) in Rakhine State
- Liaise with Accountability Specialist on CFM and AAP (Accountability to Affected Population) activities and ensure the functionality of these mechanisms across both DRC-implemented programs and projects implemented by partner.
- Ensure that CFM system is being used correctly by staff on the ground, and enforce organizational CFM policy and guidelines
- Plan and lead state-level lessons learned workshops (including presenting results of assessments to program managers and program staff and DRC partners)
- Plan and lead state-level data review workshops (including presenting data analyses to program managers and other program staff and DRC partners)
- Disseminate monitoring reports and key findings to the relevant project stakeholders, and partners to support evidence-based adaptive management and continuous program improvement.
- Provide technical support to partners, including developing tools, log frames, data analysis, planning, and reporting writing.
- Provide trainings and regular coaching as needed for MEAL staff on various MEAL topics (monitoring, tools development, etc.)
- Coordinate monthly MEAL meetings with MEAL staff to exchange information and lessons learned
- Manage budgets for area MEAL staff and activities (including internal financial reports, financial planning, and staff allocations)
- Coordinate with partners to provide technical support
- Coordinate with program managers on all MEAL activities, budgets, proposals, reports, and data reviews
- Supervise MEAL Team Leaders in Rakhine state
- Provide input and assistance with the Country MEAL Manager in DRC Global reporting
- Participate in donor meetings, grants kick-off and closing meetings
Required Experience
- Minimum 4 years of relevant work experience – preferably in social work, community development, non-governmental organizations, or civil society.
- Experience working with NGOs and/or the humanitarian sector and use of data collection tools in the Protection and Livelihoods sectors.
- At least 4 years’ knowledge/experience with Monitoring & Evaluation specifically, information management and accountability.
- At least 2 years managerial experience of MEAL Officers.
Qualifications
University degree in relevant field (development or social research preferably with a focus on monitoring and evaluation as well as compliance issues) or equivalent professional qualification.
